Decision-making in conditions of uncertainty, limited access to resources should be emphasized as the limitations of the resources themselves. This conclusion is extremely important for the development of optimal ways for coordinating collective actions of any group, especially in the context of asymmetric information, divergence of interests and incomplete knowledge of citizens, especially in rural areas. It forces researchers not only to assess the availability of a set of resources, but also to ask what information and motivations drive the actions of people and organizations, including those related to risk management
В условиях неопределенности в процессе принятия решений ограниченному доступу к
ресурсам следует придавать столь же большое значение, что и ограниченности самих
ресурсов. Этот вывод чрезвычайно важен для разработки оптимальных способов
координации коллективных действий любой группы, особенно в условиях асимметричности
информации, расхождения интересов и неполноты знаний граждан, в особенности в сельской
местности. Он заставляет исследователей не ограничиваться лишь оценкой наличия
совокупности ресурсов, но и задаваться вопросом: какая информация и какие мотивы движут
действиями людей и организаций, в том числе действиями, связанными с управлением
рисками.
