Many attempts taken today to improve civil service system (reduction of personnel, etc.). Nevertheless a lot of unresolved issues remain on the surface, such as: low professional competency of civil servants and inefficient management system. A research of the international best practices has been made in an attempt to identify and apply the most suitable ones in the Kyrgyz Republic. This will help to improve the existing system and will generally raise the standard of education in the country
