В данной статье предлагается методология оценки мер по улучшению бизнес-среды, а также проверки этих мер на соответствие принципам «Открытого правительства» – прозрачности, открытости и вовлеченности бизнес-сообщества в процесс принятия решений. В качестве критериев влияния мер на основные параметры ведения бизнеса взяты финансовые и временные затраты бизнеса при взаимодействии с государственными регуляторами. Разработаны количественные и качественные индикаторы значимости влияния мер, которые определяются на основе экспертного анализа. Данная методология и результаты оценки будут эффективным инструментом для определения приоритетных мер по улучшению бизнес-среды при разработке национальных стратегий и программ развития. В статье также апробируется методология ОП-оценки на примере предложения бизнес-сообщества по созданию единой электронной цифровой подписи в Кыргызской Республике.
In this article, the authors propose a methodology of evaluation of the business environment improvement measures, as well as matching these measures for compliance with the principles of the Open Government – transparency, accountability and involvement of the business community in the decision-making process. As the criteria for the impact of measures on the main parameters of doing business, we took the financial and time costs of the business spent for interaction with state regulators. Quantitative and qualitative indicators of the impact significance of measures have been developed, which are determined on the basis of experts analysis. This methodology and assessment results will be an effective tool for identifying priority measures to improve the business environment for the process of developing national strategies and programs.The article also provided information on the OGP-assessment methodology tests using as an example proposal from the business community to create a single electronic digital signature in the Kyrgyz Republic.
