Development of Renewable Energy Sources in the Kyrgyz Republic: Current Status, Problems And Prospects

Abstract

PURPOSE. Determination of prospects for the development of renewable energy sources in the Kyrgyz Republic by assessing their potential, current state and development in the Kyrgyz Republic, as well as analyzing the regulatory framework, opportunities and barriers to their development. METHODS. Anonymous surveys of specialists in the field of energy and renewable energy, systematic and integrated approaches, analysis and synthesis, induction and deduction were used. A survey of the expert community was also conducted in order to identify "bottlenecks" in the state management of renewable energy projects and find ways to solve them. OUTCOMES. Ways to improve the state policy and mechanisms for the development of renewable energy in the Kyrgyz Republic through the introduction of auctions, the expansion of the practice of public-private partnership (PPP), the solution of the issue of guaranteed state purchase of electricity from small and medium-sized producers at mutually attractive tariffs and terms, the issue of land allocation, zoning for projects for the deployment of photovoltaic solar and wind generating plants are proposed.

KIRGIZ CUMHURİYETİ'NDE YENİLENEBİLİR ENERJİNİN GELİŞİMİ: EŞİTLİK, SORUNLAR VE PERSPEKTİFLER

Abstract

HEDEF. Kırgız Cumhuriyeti'nde yenilenebilir enerji kaynaklarının potansiyelini, mevcut durumunu ve gelişimini değerlendirerek Kırgız Cumhuriyeti'nde yenilenebilir enerji kaynaklarının geliştirilmesine yönelik beklentilerin belirlenmesi ve ayrıca bunların geliştirilmesine yönelik düzenleyici çerçeve, fırsatlar ve engellerin analizi. YÖNTEM. Enerji ve YEK, sistem ve karmaşık yaklaşımlar, analiz ve sentez, tümevarım ve tümdengelim alanlarındaki uzmanların katıldığı isimsiz bir anket kullanıldı. Yenilenebilir enerji projelerinin devlet yönetiminin "kısa vadeli alanlarını" belirlemek ve bunları çözmenin yollarını bulmak amacıyla uzman topluluğu arasında bir anket de yapıldı.SONUÇ. Açık artırmaların başlatılması, kamu-özel ortaklığı (GPP) uygulamasının genişletilmesi, küçük ve orta ölçekli şirketlerden garantili devlet elektrik alımı sorununun çözülmesi yoluyla Kırgız Cumhuriyeti'nde RES'in geliştirilmesi için devlet politikasını ve mekanizmalarını iyileştirmenin önerilen yolu üreticilere karşılıklı olarak cazip oran ve şartlarda, arazi edinimi meselesi, fotovoltaik güneş ve rüzgar üretim tesisleri geliştirme projeleri için imar.
