Abstract

Earthquakes create social, economic and political problems for countries due to the destruction they cause and pave the way for poverty in many ways. Earthquakes not only affect the country's economies, but also negatively affect the individuals living in the country in many aspects such as income, employment, education, inequality, health, security and housing. In addition to the large-scale earthquakes that cause these negative effects, the existence of lack of capacity also carries the effects of the earthquake to more devastating levels. In this sense, the study; It have the aims of question the devastating socio-economic effects of the earthquake that took place in Kahramanmaraş within the framework of lack of capacity. Therefore, the lack of capacity in Turkey and the region where the earthquake occurred was examined with various components. In this context, from which it's concluded that the cities located in the earthquake zone fell behind the Turkish average in terms of capacity deprivation, and it was determined that Turkey remained below the expected level in international indices. As a result, the lack of capacity felt both on a regional and national scale has deepened the social, economic and cultural damage caused by the earthquake.

AMARTYA SEN’İN KAPASİTE YAKLAŞIMI TEMELİNDE KAHRAMANMARAŞ MERKEZLİ DEPREMİN İNCELENMESİ

Abstract

Depremler yaşattığı yıkımlar sebebiyle ülkelere sosyal, ekonomik ve siyasal anlamda sorunlar yaratmakta ve birçok açıdan yoksulluğa zemin hazırlamaktadır. Yaşanan depremler ülke ekonomilerini etkilemekle kalmayıp, ülkede yaşayan bireyleri de gelir, istihdam, eğitim, eşitsizlik, sağlık, güvenlik ve barınma gibi birçok açıdan da olumsuz etkilemektedir. Bu olumsuz etkilerin ortaya çıkmasında büyük ölçekli yaşanan depremlerin yanı sıra kapasite yoksunluğunun varlığı da depremin etkilerini daha yıkıcı boyutlara taşımaktadır. Bu bağlamda çalışma; Kahramanmaraş merkezli gerçekleşen depremin sosyo-ekonomik anlamda ortaya çıkarmış olduğu yıkıcı etkilerini kapasite yoksunluğu çerçevesinde sorgulanmayı amaç edinmiştir. Dolayısıyla Türkiye’nin ve depremin gerçekleştiği bölgenin kapasite yoksunluğu çeşitli bileşenlerle incelenmiştir. Bu çerçevede deprem bölgesinde yer alan şehirlerin kapasite yoksunluğu açısından Türkiye ortalamasının gerisinde kaldığı sonucuna ulaşılmış ve Türkiye’nin de uluslararası endekslerde beklenen seviyenin altında kaldığı saptanmıştır. Sonuç olarak gerek bölgesel gerek ulusal ölçekte hissedilen kapasite yoksunluğu yaşanan depremin yaratmış olduğu sosyal, ekonomik ve kültürel tahribatı derinleştirmiştir.
