Abstract

Azerbaycan – AB ilişkileri açısından
2004 yılı büyük önem taşımaktadır. Azerbaycan, 2004 yılından itibaren Avrupa
Komşuluk Politikası’na dâhil edilmiş ve böylece Azerbaycan – AB ilişkileri yeni
bir boyut kazanmıştır. Azerbaycan’ın Avrupa Komşuluk Politikasına katılımı bu
ülkenin demokrasi, hukukun üstünlüğü ve temel özgürlükler gibi AB’nin temel
kriterleri olan alanlarda gelişimine olanak sağlamıştır. Diğer taraftan, AB
Komşuluk Politikası çerçevesinde Azerbaycan ekonomisinin liberalizasyonu ve
özellikle enerji sektörünün AB standartlarına ulaştırılması için mali
yardımlarda bulunmaktadır. Azerbaycan – AB ilişkileri 2009 yılından itibaren AB
“Doğu Ortaklığı” Programıyla yeni bir aşamaya girmiştir. Çalışmamızda Avrupa
Komşuluk Politikası ve Doğu Ortaklığı Programı perspektifinden Azerbaycan –
Avrupa Birliği ilişkileri incelenmektedir.
