Abstract

European integration project, established on enlargement and deepening structure, has become a process, which evolves rapidly according to the changing features of the international system and has to develop different dynamics in time due to the problems accrued in the decision-making mechanism of the Union and the institutional loads that the newly participated members has brought. In this sense, the “differentiated integration” idea, which has been discussed for a while in the European Union, has started to become a current issue in the member states’ agenda with its new elements such as “institutional revisions” and multiculturalism”. According to this, the European Union authorities have started to produce new policies and make new arrangements within the frame of new elements. In the new international system where the different cultures gain importance, these new elements that propose a pragmatic integration structure are the developments which will prepare positive conditions for the new development terms in the future with the integration period in general

Avrupa Bütünleşme Projesinin ve Genişleme Sürecinin Değişen Dinamikleri

Abstract

Genişleme ve Derinleşme yapısı üzerine kurulu olan Avrupa bütünleşme projesi, yeni katılan üyelerin getirdiği kurumsal yükler ve Birliğin karar alma mekanizmasında ortaya çıkan sorunlar sebebiyle zaman içinde farklı dinamikleri geliştirmek zorunda kalan ve uluslararası sistemin değişen özelliklerine göre hızlı bir şekilde evrimleşen bir süreç haline gelmiştir. Bu anlamda Avrupa Birliği’nde bir süredir üzerinde tartışılmakta olan “farklılaştırılmış bütünleşme” düşüncesi, içinde barındırdığı “kurumsal revizyonlar” ve “çokkültürlülük” gibi yeni unsurlarla üye ülkelerin gündemini daha fazla meşgul etmeye başlamıştır. Buna göre, Avrupa Birliği yetkilileri söz konusu yeni unsurlar çerçevesinde yeni düzenlemeler yapmaya ve yeni politikalar üretmeye başlamışlardır. Farklı kültürlerin önem kazanmaya başladığı yeni uluslararası sistemde, faydacı bir bütünleşme yapısı öngören bu yeni unsurlar, bundan sonraki yeni genişleme dönemleri ve genel anlamda bütünleşme süreci için olumlu şartları hazırlayacak gelişmelerdir
