The European Union’s New Anti-Money Laundering Regime

Abstract

The European Commission’s latest regime/package for combating money laundering and the financing of terrorism addresses urgent security gaps in its field and introduces significant improvements to the rules for combating money laundering and the financing of terrorism. The new regime aims to strengthen rules against money laundering and the financing of terrorism across the European Union and close existing legal gaps by harmonizing requirements across Member States. In addition to strengthening the existing regulatory framework, this package also established a new European anti-money laundering supervisory authority, the Anti-Money Laundering Authority, based in Frankfurt, which began operations on July 1, 2025. This article focuses on the elements of the new regime and the new regulations introduced within the scope of the European Union’s fight against money laundering and the financing of terrorism.

AVRUPA BİRLİĞİ'NİN YENİ KARA PARA AKLAMAYLA MÜCADELE REJİMİ

Abstract

Avrupa Komisyonu’nun son Kara Para Aklama ve Terörizmin Finansmanıyla Mücadele rejimi/paketi, kendi alanındaki acil güvenlik açıklarını ele almakta ve mücadele kurallarında önemli düzeltmeler gerçekleştirmektedir. Yeni rejimin amacı, Avrupa Birliği genelindeki kara para aklama ve terörizmin finansmanı kurallarını güçlendirmek ve üye devletler genelindeki koşulları uyumlu hale getirerek mevcut yasal boşlukları kapatmaktır. Bu paketle, mevcut düzenleyici çerçevenin güçlendirilmesinin yanı sıra, 01 Temmuz 2025 tarihinde faaliyetlerine başlayan Frankfurt merkezli yeni bir Avrupa kara para aklama denetim otoritesi olan Kara Para Aklamayı Önleme Kurumu da kurulmuştur. Bu yazıda, Avrupa Birliği kara para aklama ve terörizmin finansmanıyla mücadele kapsamındaki yeni rejimin unsurları ve getirilen yeni düzenlemeler üzerinde durulmaktadır.
