The Transform ation of the Metr opolitan Municipalit y System: An Assessment of the Last Decade

Among the recent-introduced reforms within the field of local government, the metropolitan municipality reform comes into the forefront. The reform process began about ten years ago and it still continues. Within the framework of the reform, the borders of metropolitan municipalities were gradually expanded; small municipalities and villages that have remained within the expanded borders were closed; a two-layered administrative system was adopted; and the number of metropolitan municipalities increased. These reforms which were undertaken with justifications such as transforming economically major settlements into centers of attractions on the national and international level, ensuring the integrity of service provision and planning, providing effective and efficient services, and preventing the waste of resources, have many facets open to discussion in terms of widely accepted local government approaches. In this paper, the main elements constituting this process will be presented, then an analysis and assessment of the process will be provided.

Yakın dönem yerel yönetim reformu içinde başı çeken, büyükşehir belediyesi reformudur. Reform süreci, yaklaşık on yıl önce başlamıştır ve hala da devam etmektedir. Reform kapsamında, büyükşehir belediyelerinin sınırları kademeli olarak genişletilmiş, genişlemiş sınırlar içinde kalan belde belediyeleri ve köyler kapatılmış, yönetim sistemi iki katmanlı hale getirilmiş, büyükşehir belediyesi sayısı artırılmıştır. Ekonomik açıdan büyük yerleşim yerlerini ulusal ve uluslararası düzeyde cazibe merkezi yapmak, hizmet sunmada ve planlamada bütünlüğü sağlamak, etkili ve verimli hizmet sunmak, kaynak israfını önlemek gibi gerekçelerle yapılan bu reform çalışmalarının, genel kabul görmüş yerel yönetim anlayışı bakımından tartışmaya açık birçok boyutu bulunmaktadır. Bu yazı, süreci, ana unsurları itibarıyla açıkladıktan sonra bu sürecin analizini yapmakta ve değerlendirmelerde bulunmaktadır.
