Abstract
Afetler, toplumun olağan yaşam düzenini bozan, cevap verme ve uyum kapasitesini aşan, yüksek miktarlarda can kaybı, mal kaybı ve sakatlanmalara yol açan olaylardır. Afetin öncesini, oluşma anını ve sonrasını yöneten, afet yönetiminin amaçları arasında; bir toplum veya ülkedeki insani, fiziki ve ekonomik kayıpları azaltmak veya bu kayıpları engellemek, kişisel acıları minimum düzeye indirmek ve toparlanma sürecini hızlandırmak vardır. İnsani yardım malzemelerinin ve teçhizatının en kısa zamanda ve en iyi koşullarda ihtiyaç duyulan bireylere ulaştırılması etkili yardım operasyonlarının temelini oluşturmaktadır. Lojistik faaliyetler insani yardım operasyonlarında ve afet yönetiminde önemli bir yere sahiptir. Afetlerin fiziki, sosyal, psikolojik ve ekonomik etkilerinin yanında siyasi olarak da olumsuz etkileri bulunmaktadır. Bu çalışmada afet lojistiğinin afet yönetimindeki rolü ile afetlerin siyasi etkileri incelenmiştir. Afetlerin siyasi etkiler içinde liderlerin istifaları, seçimlerin kaybedilmesi ve oyların düşmesi gibi olumsuz etkiler tespit edilmiştir.
Abstract
Disasters disrupt the normal life of the community and overcome peoples adaptability capacity. Disasters cause high amount of fatalities, loss of property and injuries. Disaster management contains the period of before, during and after the disaster. Disaster management targets the prevention and reduction of humane, physical, economic losses in one country. Another aim is the decrease of the peoples suffering and speed up the reconstruction process. The foundation of a successful aid operation depends on the timely, proportionate and fastest delivery of aid materials and equipment. Logistics activities constitute most important part of the humanitarian aid operations and disaster management. Disasters also have political effects, in addition to their physical, social, psyclogical and economic effects. In this study, disaster logistics role in the disaster management and political effects of the disasters discussed. Resignations of the leaders, lost elections, and decrease of the political support are identified as the political adverse effects of disasters.
