Türkiye’de Çevre Hizmeti Veren Yetkilendirilmiş Kuruluşların Mevcut Durumu, Sorunlar ve Hizmet Kalitesinin Artırılmasına Yönelik Öneriler

Abstract

Türkiye’de çevre hizmeti veren yetkilendirilmiş kuruluşların mevcut durumun tespiti, hizmeti veren ve alan kurum/kuruluşların gözlemlediği sorunların tespiti ve verilen hizmetin kalitesinin artırılmasına yönelik önerilerin oluşturulmasına yönelik olarak bir araştırma yürütülmüştür. İncelemede ÇED, Çevre Yönetim Hizmetleri, Toprak Kirliliği Kontrolü ve Deniz Çevresinin Petrol ve Zararlı Maddelerle Kirlenmesine ilişkin Risk Değerlendirmesi, yeni uygulamaya girecek olan Atık Yönetim hizmetleri ele alınmıştır. Yeterlik hizmeti veren kurum/kuruluşların sayısı, coğrafi dağılımı, görev alan personel sayısı ve yapısı, hizmet alması gereken işletmelerin sayısı, Bakanlık/İl Müdürlüğü çalışan profili ve denetim sayısı incelemeleri ile mevcut durum değerlendirmeleri yapılmıştır. Bakanlık/İl Müdürlüğü, Yetkilendirilmiş kuruluşlar, Hizmet alan tesisler gibi paydaşların katılımı ile çalıştaylar ve anket çalışmaları ile sorunlar ve çözüm önerileri belirlenmiştir. Önerilen başlıca konular, Bakanlığın kontrol ve denetim mekanizmasının etkinleştirilmesi, yetkilendirme sürecinde bürokrasinin azaltılması, Bakanlığa sunulan hizmet ve rapor kalitesinin artması için sertifika programlarının düzenlenmesi, bürokrasinin ve denetimin kolaylaştırılması için yeterlik hizmetlerinin tek bir çatı altında toplanması, asgari birim fiyat tarifesi uygulaması olmuştur.

Current Situation of Authorized Organizations Providing Environmental Services in Turkiye, Problems and Suggestions for Increasing Service Quality

Abstract

The research was conducted to determine the current situation of the authorized institutions providing environmental services in Turkiye, to identify the problems observed by the institutions/organizations providing and receiving the service, and to formulate suggestions for increasing the quality of the service provided. In the review, EIA, Environmental Management Services, Soil Pollution Control and Risk Assessment of Marine Environment Pollution by Petroleum and Harmful Substances, and Waste Management services that will come into effect were discussed. The number of institutions/organizations providing qualification services, their geographical distribution, the number and structure of the personnel employed, the number of enterprises that need service, the Ministry/Provincial Directorate's employee profile and the number of inspections, and the current situation evaluations were performed. With the participation of stakeholders such as the Ministry/Provincial Directorate, Authorized Organizations, Service receiving facilities, problems and solution proposals were determined through workshops and surveys. The main proposed issues were the activation of the control and supervision mechanism of the Ministry, the reduction of bureaucracy in the authorization process, the regulation of certificate programs to increase the quality of services and reports provided to the Ministry, the gathering of competence services under a single roof to facilitate bureaucracy and auditing, and the application of a minimum unit price tariff.
