BİLGİ VE BELGE YÖNETİMİ SÜRELİ YAYINLARI EDİTÖRLERİNE MEKTUP: BİLİMSEL YAYIN SÜREÇLERİ VE AKADEMİSYENLERİN YAŞADIĞI GÜÇLÜKLER

Abstract

Bilimsel bir araştırma yapmak ve yayımlatmak, sürece katılan tüm taraflar için zorlayıcı birtakım etmenlerle biçimlenmektedir. Öğretim elemanlarının görevde yükselmesine ilişkin değerlendirmelerdeki puanlama sistemi; uluslararası belli başlı atıf dizinlerinde listelenen dergilerde makale ve kitap yayımlama koşulları ve diğerleri, bilimsellik odağından kayarak, nitelikten çok niceliğe odaklanmaya eğilimi tetiklemektedir. Bilimsel dergilerde yayın yapma süreçlerinin hem başarılı hem de adil olmasını sağlamak, verimlilik, şeffaflık, tarafsızlık, etik standartlara bağlılık ve açık iletişim gibi tüm tarafların sorumluluğunu gerektirmektedir. Bu yazıda, söz konusu süreçler eleştirel bir biçimde ele alınmakta ve bir öneri sunulmaktadır.

LETTER TO THE EDITORS OF PERIODICALS ON INFORMATION AND RECORDS MANAGEMENT: SCIENTIFIC PUBLICATION PROCESSES AND CHALLENGES FACED BY ACADEMICIANS

Abstract

Conducting and publishing of scientific research are characterized by several challenging factors for all those involved in the process. The points system used in evaluating academic staff performance for their promotion, conditions for publishing articles and books in journals listed in major international citation indexes and other factors, create a tendency to focus on quantity rather than quality, and away from the focus on scholarship. Ensuring that the processes of publishing in scientific journals are both successful and fair requires the responsibility of all parties, including efficiency, transparency, impartiality, adherence to ethical standards, and open communication. This paper critically analyses these processes and makes a recommendation.
