BELGELERİ DEPOLAMA HİZMETİ VEREN KURULUŞLARDA SAKLAMAK YA DA SAYISALLAŞTIRMAK: HANGİSİ DAHA VERİMLİ?

Abstract

Bu çalışma, Avustralyalı belge yöneticisi Andrew Warland’ın kendi blogunda yayınladığı “Storing offsite or digitising paper records – which is more cost-effective?” adlı metnin Türkçe’ye çevirisidir . Warland, pek çok kurumda çalışmış ve 2009-2011 yılları arasında Sidney Valiliğinin elektronik belge yönetim sistemi ekibinin başında yer almıştır. Çeşitli kurumlara ve Office365, SharePoint gibi yazılımlara danışmanlıklar yapmaktadır. Warland, yayınladığı blog yazısında kurumların belge saklama pratiklerine değinerek belgeleri depolama hizmeti veren kuruluşlarda saklamakla sayısallaştırmak arasında bir maliyet analizi gerçekleştirmiştir. Kurumların, elektronik ortamda üretilen, bu belgenin kâğıt kopyası ve kâğıt kopyanın sayısallaştırılmış hâli olmak üzere aynı anda üç farklı türde belge sakladığı belirtilmektedir. Belgelerin saklama süresi ve kullanım sıklığına göre depolama hizmeti veren kuruluşlarda saklamanın ya da sayısallaştırmanın tercih edilmesi gerektiği anlaşılmaktadır. Depolama hizmeti veren kuruluşlarla çalışılacaksa sıkı denetimlerin uygulanması önerilmektedir. Aynı şekilde, sayısallaştırma tercih edilecekse kalite kontrollerinin de yer aldığı kuralların takip edilmesi tavsiye edilmektedir.

STORING OFFSITE OR DIGITISING PAPER RECORDS: WHICH IS MORE COST-EFFECTIVE?

Abstract

This study is the translation of the blog post by Australian records manager Andrew Warland called “Storing offsite or digitising paper records – which is more cost-effective?” to Turkish. Warland has worked for many organisations and he was the manager of the electronic recordkeeping system of the City of Sydney between 2009 and 2011. He is advising to the various organisations also the softwares like SharePoint and Office 365. In the blog post, Warland is making a cost analysis between storing offsite and digitising paper records with referring to the practices of storing records of the organisations. It has emphasized that organisations are storing three different genre of record in the same time. One of is born-digital, print copy of the born-digital record, and the digitised version of the printed copy. The decision if the record will be stored offsite or digitised should be made according to to the retention period and retrieval frequency. If storing offised will be preferred strict rules should be adopted. Likewise, if the records will be digitised the rules including quality controls should be follow.
