The Comparison of e-Government Applications in Turkey and the UK

Abstract

Countries which are seeking to take a place in the globalising world are taking steps towards becoming an information society as a necessity of the time. Public institutions have to adapt themselves to the pace in a world where time is precious and people can access the information they want by the easiest way. Citizens want to be able to access public services quickly and easily, too. Public institutions provide their services electronically in order to meet the expectations of the citizen. Using the e-government that allows citizens to take public services by where they want and when they want safely, is the first thing to be done in the way of becoming an information society. In this context, it is important to evaluate e-government services and identify problems in our country. In this research, The United Kingdom which is located in the first rank of the United Nation E-government Development Index (2016) and Turkey which is located in the 68th rank (2016) are compared with regard to their e-government implementations and made suggestion for increasing of using e-government by determined the factors have an effect upon e-government development.

Türkiye ve Birleşik Krallık’taki E-devlet Uygulamalarının Karşılaştırılması

Öz

Küreselleşen dünyada yer edinmek isteyen ülkeler çağın gereği olarak bilgi toplumu olma yolunda adımlar atmaktadır. Zamanın çok kıymetli olduğu, insanların istedikleri bilgilere en kolay yoldan erişebildiği bir dünyada kamu kurumları da bu hıza ayak uydurmak zorunda kalmıştır. Vatandaşlar kamu hizmetlerine de hızlı ve kolay bir şekilde erişebilmek istemektedir. Kamu kurumları vatandaşın beklentilerini karşılayabilmek için hizmetlerini elektronik ortamdan vermektedir. Vatandaşın kamu hizmetlerini istedikleri yerden ve istedikleri zamanda güvenli bir şekilde alabilmesini sağlayan e-devleti kullanmak, ülkelerin bilgi toplumu olma yolunda yapması gerekenlerin başında yer almaktadır. Bu bağlamda, ülkemizdeki e-devlet hizmetlerinin değerlendirilmesi ve sorunların saptanması önemlidir. Bu çalışmada, Birleşmiş Milletler E-devlet Kalkınma Endeksi’nde (2016) 1.sırada yer alan Birleşik Krallık’ın e-devlet uygulamaları ve 68. sırada yer alan Türkiye’nin e-devlet uygulamaları karşılaştırılmış, e-devlet gelişimine etki eden unsurlar saptanarak Türkiye’deki e-devlet kullanımının artırılması için önerilerde bulunulmuştur.
