MONTESQUIEU VE ROUSSEAU’DA VERGİLER: KISA BİR GİRİŞ

Abstract

Bu yazının temel amacı, Montesquieu ve Rousseau’nun vergilere dair fikirlerini dönemin toplumsal tarihlerini esas alarak anlamaya çalışmaktır. Bu bağlamda, öncelikle iki yazarın eserlerini verdiği yer olan Fransa’nın, ancien régime olarak adlandırılan eski rejiminin temel toplumsal dinamikleri ele alınmıştır. Ardından ise 18. yüzyılda iktisadi, idari, mali yönlerden yaşadığı değişimler incelenmiştir. Bu çerçeve ışığında Montesquieu ve Rousseau’nun vergilere dair yaklaşımları karşılaştırmalı olarak değerlendirmeye alınmıştır.
