Abstract
2. Dünya Savaşı’nın süresince oldukça başarılı bir siyaset güderek hareket eden genç Türkiye, henüz iyileşmemiş olan acılardan hareketle temkinli davranmış ve askeri gücünü arttırmak amacı ile İngiltere’den askeri siparişlerde bulunmuştur. İngiltere 1941 yılında 4 uçak filosu ve 4 denizaltının teslimatı için gerekli mürettebatın gönderilmesini istemiştir. Teslim alma görevi için Refah Şilebi seçilmiş ve 201 kişilik mürettebat ile birlikte 23 Haziran 1941’de yola çıkılmıştır. Henüz Mersin açıklarında iken meçhul bir denizaltı tarafından batırılmıştır. Yalnızca 32 kişinin kurtarılabildiği olaydan sonra kamuoyunda ve mecliste tepkiler gösterilmiş ve soruşturma başlatılmıştır. Türkiye, Refah Şilebi’ni batıran denizaltının kimliğinin bilinmemesi sebebi ile Akdeniz’de faaliyetleri bulunan devletler ile görüşerek sorumluları aramıştır ancak sorumluları bulmak kolay olmamıştır. Araştırmanın amacı, Refah Faciası öncesinde ve akabinde yaşanan süreci inceleyerek literatüre katkı yapmaktır. Amaca paralel olarak kaynak taraması yöntemi kullanılmıştır. Elde edilen kaynaklardaki olay kronolojisi, hükümet hamleleri, meclis tartışmaları ve basın yansımaları kıymetlendirilerek nesnel sonuca ulaşılmıştır.

Abstract
Acting with a very successful policy during the Second World War, young Turkey acted cautiously due to the pains that had not healed yet, and made military orders from England for the purpose of a military administrator. Britain observes crew meetings required for the delivery of 4 aircrews and 4 submarines in 1941. Refah Freighter was selected for the delivery mission and set off on 23 June 1941 with a crew of 201. It was sunk by an unknown submarine while it was still off Mersin. After the incident, where only 32 people could be saved, reactions were shown in their views and in the parliament, and an investigation was started. Due to the fact that most of the submarine that sank Refah Shipyard was not known, Turkey sought those responsible by meeting with the states engaged in operations in the Mediterranean, but it was not easy to find those responsible. The aim of the research is to contribute to the literature by examining the process before and after the Welfare Disaster. In parallel with the purpose, the resource utilization method was used. The event chronology, government hamlets, parliamentary debates and press reflections in the sources obtained were evaluated and made objective.
