Sıfır Atık Yaklaşımının Ortaya Çıkışında Toplam Kalite Yönetiminin Rolü

Abstract

Sanayileşme, kentleşme, nüfus ve tüketim artışı gibi faktörlerin etkisiyle dünyadaki atık miktarında dikkat çekici bir artış yaşanmıştır. Çevre sağlığı ve sürdürülebilirlik açısından tehlike oluşturan bu artış, insan sağlığı riske edilmeden atıkların bertaraf edilmesine yönelik atık yönetim stratejilerinin inşa edilmesine zemin hazırlamıştır. Bu stratejilerden biri olan sıfır atık yaklaşımı (SAY); atık miktarının azaltılması amacıyla atığın kaynağında engellenmesi, yeniden kullanılması, geri dönüştürülmesi ve kazanılması süreçlerini temel uygulamalar olarak ön plana çıkarmaktadır. Bu çalışmada, SAY’ın ortaya çıkışında toplam kalite yönetimi (TKY) modelinin de önemli etkilerinin bulunduğu öne sürülmektedir. Buradan hareketle çalışmanın amacı, TKY ile SAY arasındaki bağlantıların ortaya konulması, diğer bir deyişle, bir atık yönetimi stratejisi olarak ortaya çıkan SAY’ın teorik temellerindeki TKY etkisinin açıklanmasıdır. İki yaklaşım arasındaki karşılıklı bağlantılar, TKY’nin “sıfır hata” ve “yalın yönetim” ilkeleri üzerinden incelenmiştir.

The Role of the Total Quality Management in the Emergence of the Zero Waste Approach

Abstract

There has been a remarkable increase in the amount of waste in the world due to factors such as industrialization, urbanization, the growth of population and consumption. This increase, which poses a danger in terms of environmental health and sustainability, has laid the groundwork for the construction of waste management strategies for the disposal of wastes without risking human health. Zero waste approach (ZWA), which is one of these strategies; in order to reduce the amount of waste, it highlights the processes of preventing, reusing, recycling and recovery at the source as basic practices. In this study, it is asserted that the total quality management (TQM) model also has important effects on the emergence of the ZWA. The aim of the study is to reveal the connections between the TQM and the ZWA, in other words, to explain the TQM effect on the theoretical foundations of the ZWA, which emerged as a waste management strategy. The interconnections between the two approaches have been examined through the “zero defects” and “lean management” principles of the TQM.
