EĞİTİM LİDERLERİ İÇİN YÖNETİM STANDARTLARI: OHİO EYALET ÖRNEĞİ

Amerika’da okul yöneticilerinin görevini yaparken uyacağı yönetim standartları ve yeterliliklerin belirlenmesi için çalışmalar geçmişten bugüne dek yapılmaktadır. Bu standartlar Amerika’da 50 eyalette mevcut olup; bu çalışmalardan birisi de Ohio Eyaleti Eğitim Departmanı tarafından hazırlanmış olan yönetim standartlarıdır. Toplam 10 maddelik yönetim standartları liderlik, öğrenme, yönetim ve kültür olmak üzere dört temel alanın altına yerleştirilmiştir. Eğitim liderlerinin görevlerini yerine getirirken ve denetlenirken, uymaları gereken yönetim standartları, eğitimde kaliteyi artırmak, eşitlik anlayışı ile hareket etmek, denetimi, hesap verilebilirliği, şeffaflığı sağlamak açısından önem arz etmektedir. Yapılan bu çalışmada Ohio eyaletinde 2018 yılında hazırlanmış olan eğitim liderlerin uyması gereken yönetim standartları dokuman incelemesi yapılmak suretiyle ortaya konulmuş, ardından Türk eğitim sistemine uygulanabilirliği konusu tartışılmıştır. Türk eğitim sistemi için de böyle bir belgenin hazırlanması ve bu dört temel alana ilaveten bilişim ve teknoloji temel alanının eklenmesi gibi önerilerde bulunulmuştur.

Abstract
The studies have been carried out from the past to the present in order to determine the management standards and qualifications that school administrators will comply with in their duties in the US. These standards are available in 50 states in the United States; one of these studies is the management standards prepared by the Ohio State Department of Education. The total 10-item management standards are placed under four main areas; leadership, learning, management and culture. Management standards of educational leaders while performing their duties and being inspected are important in terms of improving the quality of education, acting with the concept of equality, ensuring control, accountability and transparency. In this study, the management standards prepared in 2018 in Ohio State have been put forward through document analysis of the management standards to be followed, and then the applicability to the Turkish education system has been discussed. Suggestions such as preparation of such a document for Turkish education system, and add of informatics and technology main field in addition to these four main fields have been made.
