Sürdürülebilir Kalkınma Hedefleri, Neoliberalizm ve Çalışma Hayatı: Türkiye, OECD Ülkeleri ve Dünya Üzerine Bir İnceleme

Abstract

Bu çalışma, 2015 yılında Birleşmiş Milletler tarafından kabul edilen Sürdürülebilir Kalkınma Hedefleri (SKH) ile neoliberal politikalar arasındaki ilişkiyi incelemektedir. Odak noktası, "tam ve üretken istihdam ile insan onuruna uygun işlerin sağlanması" hedefidir. Araştırma, serbest piyasa güçlerinin ekonomik ve sosyal sorunları çözmedeki etkinliği inancının, bu hedefle olan uyumunu tartışmaya açmaktadır. İstihdamın iş güvencesi, sözleşmeler, ücretler, çalışma saatleri ve sendikal yapılarına dair makroekonomik analizler, neoliberal politikaların SKH'lerle çeliştiğini göstermektedir. Bu eksende, SKH'lerin mevcut politik yapıyla uyumlu olup olmadığı ve neoliberal politikaların sürdürülebilir kalkınma hedeflerine ulaşma üzerindeki etkisini tartışmaktadır. Veriler Dünya Bankası, ILO ve OECD'den alınmış, veri madenciliği yöntemleri kullanılarak Türkiye, OECD ülkeleri ve Dünya düzeyinde karşılaştırmalı analizler yapılmıştır. Bu bağlamda, çalışma sürdürülebilir kalkınma hedeflerine, özellikle iş yaşamına ilişkin boyutlarında, neoliberal politikaların etkilerini değerlendirerek özdüşünümselliğimizi geliştirmeye katkıda bulunmaktadır.

Sustainable Development Goals, Neoliberalism, and Working Life: An Examination on Türkiye, the OECD, and the World

Abstract

This study investigates the relationship between the Sustainable Development Goals (SDGs) established by the United Nations in 2015 and neoliberal policies, focusing specifically on the goal of "ensuring full and productive employment and decent work for all." The research challenges the belief in the effectiveness of free market forces in solving economic and social issues in relation to this objective. Macro-economic analyses concerning job security, contracts, wages, working hours, and union structures reveal discrepancies between neoliberal policies and the SDGs. The study discusses whether the SDGs are compatible with the current political structure and how neoliberal policies affect the achievement of sustainable development goals. Data from the World Bank, the International Labour Organization (ILO), and the Organisation for Economic Co-operation and Development (OECD) were utilized, and comparative analyses at the levels of Türkiye, OECD countries, and the world were conducted using data mining techniques. In this context, the study contributes to enhancing our self-reflection by evaluating the impacts of neoliberal policies on the work-life dimensions of the sustainable development goals.
