He was born on June 19, 1887 in Kastamonu. He is known as "Hattatzâde" because he belongs to a family known as calligraphers. He gets a good education according to the conditions of the period. Taking private lessons from his brother-in-law, Ahmed Ziyâeddin Efendi, further enhances him. After his education life, the author, who holds different positions, is promoted to the position of chief director in the Telegraph Administration. He retires in 1938. İhsan Oğuz Efendi, who completed his life as a new link of the golden chain in the modern period, quietly but "mingled" with knowledge and wisdom, passed away on August 3, 1991 and was buried in Kastamonu, known as the city of Evliyalar.
