RELATIONSHIP BETWEEN COMPETITIVENESS OF COUNTRIES AND R&D ACTIVITIES: AN ASSESSMENT OF THE DEFENCE SECTOR

Abstract

ÜLKELERİN REKABET GÜCÜ VE AR-GE FAALİYETLERİ İLİŞKİSİ SAVUNMA SANAYİİ ÜZERİNE BİR DEĞERLENDİRME

Abstract

Bu çalışmanın amacı, Türkiye’nin sürdürülebilir bir büyüme performansına sahip olması yolunda yüksek katma değerli ve yüksek teknolojili üretime dayalı sanayi yapısına dönüşümü konusunda sektörel bazda, bir değerlendirme yapılmasıdır. Bu doğrultuda çalışmada en yüksek Ar-Ge harcaması gerçekleştiren sektörler sıralamasında en yüksek payı alan sektörlerden olan savunma ve havacılık sanayi sektörü incelenecektir. Kaynakların sınırlı yapısı göz önüne alındığında Ar-Ge yatırımlarından en yüksek verimin alınması ve yatırımların fırsat maliyetinin en aza indirebilmesi için yatırımların ihtiyaçlar, erişilebilirlik ve eldeki kaynaklar ile yapılabilirlik özelliklerini taşıması özellikle Türkiye gibi orta gelir tuzağından kaçınmaya çalışan geçiş ekonomileri için çok önemlidir. Bunun yanında eğitimli beşeri sermayenin varlığı olmazsa olmaz bir durum olarak karşımıza çıkmaktadır. Sektörün ihtiyacı olan insan gücünün yetiştirilmesi için devlet-özel sektör-üniversite ortaklıklarının önemi görülmektedir. Ancak Ar-Ge ve teknolojiye bakışın çok daha önceki yıllarda içselleştirilmesi gerekli olan bir kültür olduğu gerçeği göz önüne alınırsa tüm eğitim sisteminin bu doğrultuda planlanması hedeflere ulaşılması olasılığını kuvvetlendirecektir.
