In Ottoman economic history, the XIXth century was a period of transformation. In this period, economic policies began to be discussed. In this study, the views of Akyigitzade Musa Bey, who advocated protectionism, were examined. To make a comparison, the statements of Ahmed Mithat Efendi on the subject, who was the first pro-protectionist Ottoman thinker, were also included. Akyigitzade Musa Bey systematically advocated protectionism. However, although he did not propose any economic policy for the Ottoman economy, it is acceptable that he made statements similar to the infant industry argument. His statements on the Ottoman economy are generally implicit. This can be attributed to the specific conditions of the period of autocracy. Furthermore, contrary to popular belief, it can be stated that he was in favor of free trade policies, not protectionist economic policies. For this reason, showing Akyigitzade Musa Bey as a protectionist or moderate protectionist in studies related to Ottoman economic history should be considered as inaccurate evaluations.
