Early Childhood Education in Turkish Laws and Strategic Plans from the 1950s to Today

Abstract

The purpose of this study was to examine the five-year strategic plans, laws and regulations regarding early childhood education in Turkey from the 1950s to today. Categories including scope, definitions, goals and principles of and improvements in early childhood education were investigated. Using document analysis technique, 15 legal documents including laws, legislations, regulations, and nine five-year strategic development plans were analyzed. Results showed that the Ministry of Health and Social Support (General Administration of Social Services and Child Protection, after 1980s) and the Ministry of Education have administered and regulated rules and procedures of public and private childcare facilities which were varied in their functions and principles aligning with those of the two ministries. Developmental plans regarding early childhood education were disorganized, disconnected and inconsistent with the preceding and subsequent ones.
