Türkiye’de ve Avrupa Birliği’nde E-Devlet Üzerine Yazılan Çalışmaların Bibliyometrik Analiz ile Karşılaştırılması

Abstract

Teknolojik gelişmeler ile birlikte kamu yöneticileri önce kamu kurumlarında dijital dönüşümü ardından kamu hizmetlerinin sunumunda dijitalleşmeyi amaç edinmiştir. Elektronik devlet (e-Devlet) kavramı bu amaçlar doğrultusunda ortaya çıkmış ve gelişmiştir. Kamu hizmetlerinin dijital sunumu ile ilgili çalışmalar dijital çağ ile birlikte klasik anlayıştan sıyrılarak hem dijital yönetişim hem de dijital devlet kavramları içinde gelişmeye devam etmektedir. Bu nedenle, e-Devlet çalışmaları giderek artan bir öneme sahiptir. Bu makalede, Türkiye (TR) ve Avrupa Birliği (AB) üyesi ülkelerde kamu yönetimi disiplini çerçevesinde yapılan elektronik devlet (e-Devlet) çalışmalarının bibliyometrik analizi sunulmaktadır. 2005 ile 2023 yılları arasında Türkiye ve AB üyesi ülkelerde yayınlanan toplam 180 makaleye ilişkin Web of Science (WoS) veritabanındaki veriler kullanılmıştır. Sunulan analizler, Türkiye ve AB üyesi ülkelerdeki araştırmacıları ve kurumları içermektedir. Araştırmanın belirleyicisi “e-Devlet” anahtar sözcüğüyle “kamu yönetimi” alanında yazılan makalelerdir. Ulaşılan veri; yazar, atıf, ülke, kurum, anahtar sözcük ve tam metin üzerinden incelenmektedir.

Comparison Of Studies On E-Government Between Türkiye And The European Union States Using Bibliometric Analysis

Abstract

Public administrators first targeted digital transformation in public institutions with the development of technology, and later digitalization in the provision of public services. In keeping with these goals, the idea of electronic government (or "e-Government") has originated and grown. Studies on the digital presentation of public services are still being developed, leaving the traditional notion with the digital age, within the conceptions of both digital governance and digital state. Consequently, e-Government studies are becoming more and more important. This paper provides a bibliometric analysis of studies on electronic government (e-Government) carried out within the context of public administration discipline in Türkiye (TR) and member countries of the European Union (EU). 180 publications that were published in Türkiye and EU member nations between 2005 and 2023 were analyzed using data from the Web of Science (WoS) database. The presented analyses included researchers and institutions in Türkiye and EU member states. The determinant of the research was the articles published in the field of "public administration" with the keyword "e-Government". The author, citation, country, institution, keywords, and full text of the retrieved data were examined.
