ANALYSIS OF TURKEY WITHIN THE FRAMEWORK OF THE LEGATUM PROSPERITY INDEX: 2007-2022

Abstract

The Legatum Prosperity Index has been maintaining stable data for 167 countries since 2007. The index is classified into three thematic areas, consisting of 12 welfare components and supported by 300 indicators within 67 applicable policy areas. It operates with a sample rate covering 99.4% of the global population across eight regions. This study aims to analyze Turkey's welfare status in detail during the 2007-2022 period within the framework of the Legatum Index. All published reports, including the latest one, were examined, and relevant Excel worksheets were organized according to the structure of the study to establish the infrastructure for analysis. Time series revisions were conducted, and graphs were generated to provide the reader with a detailed analysis. The study includes concise and comprehensive explanations related to the components of the Legatum Prosperity Index. Inferences were made regarding which components Turkey has improved in, worsened in, or remained unchanged. As a result, out of the 300 indicators in the Legatum Index (299 for Turkey), it was determined that there was regression in 174 indicators, improvement in 95 indicators, and no change in 30 indicators. The "governance" welfare component had the highest number of indicators showing regression, while the "health" welfare component had the most indicators showing improvement.

LEGATUM REFAH ENDEKSİ ÇERÇEVESİNDE TÜRKİYE’NİN ANALİZİ: 2007-2022

Abstract

Legatum Refah Endeksi, 167 ülkenin 2007’den beri istikrarlı verisini tutmaktadır. Endeks 3 tematik alan altında sınıflandırılmış 12 refah bileşeni ve 67 uygulanabilir politika alanı (öğe) altında 300 gösterge ile desteklenmektedir. 8 bölgede küresel nüfusun %99,4’ünü kapsayan örneklem oranı ile çalışmaktadır. Bu çalışma, betimsel bir analiz ile Türkiye’nin 2007-2022 dönemi refah durumunu, Legatum Endeksi çerçevesinde ayrıntılı olarak ele almayı amaçlamaktadır. Son rapor dahil yayınlanan tüm raporlar incelenmiş, ilgili veri tabloları, çalışmanın yapısına göre düzenlenerek analize ilişkin alt yapı oluşturulmuştur. Zaman serileri revizyonları yapılarak grafikler üretilmiş ve okuyucuya detaylı bir analiz sunulmuştur. Çalışmada, Legatum refah endeksi bileşenlerine ilişkin olabildiğince sade ve kapsamlı açıklamalara yer verilmiştir. Türkiye’nin hangi bileşenlerde iyiye gittiği, hangilerinde kötüleştiği veya değişim olmadığına ilişkin çıkarımlar oluşturulmuştur. Sonuçta Legatum Endeksindeki 300 (Türkiye için 299) göstergenin 174’ünde gerileme, 95’inde artış olduğu, 30’unda değişiklik olmadığı tespit edilmiştir. “Yönetişim” refah bileşeni en çok gerileme yaşanan alt göstergelere sahipken, “sağlık” refah bileşeni en fazla iyileşme kaydedilen göstergelere sahiptir.
