Abstract
Border disputes between countries on a regional and global scale are one of the common causes of international tensions and conflicts. The border dispute between Iraq and Kuwait in the historical process is one of the historical border disputes in the geopolitics of the Middle East. The fact that Kuwait's international status was not clearly defined until it gained independence in 1961 and that the agreements made on Kuwait's borders did not have a binding character emerged as the most important reasons that triggered regional tension. However, the creation of Saudi-Iraqi and Saudi-Kuwait neutral zones, the fact that the UK brought up the issue of drawing the Iraq-Kuwait border again, and that the border problem with Kuwait would not be solved by the actors of the period, caused this problem to have a content that would spread to the future. . Likewise, this issue rekindled the crisis between the two countries at the end of the Iran-Iraq War. The border issue, which became a problem before Kuwait's independence, in practice, the Iraq-Kuwait border problem was shaped in line with the attitudes of the rulers and administrators of the period and became an issue where stability could not be achieved. In this context, the border issues between Iraq and Kuwait will be examined in unity with the conjuncture and political actors of the period.

Abstract
Bölgesel ve küresel ölçekte ülkeler arasındaki sınır anlaşmazlıkları, uluslararası gerilim ve çatışmaların yaygın sebeplerinden biridir. Tarihi süreç içerisinde Irak ile Kuveyt arasındaki sınır anlaşmazlığı da Ortadoğu jeopolitiğindeki tarihi sınır anlaşmazlıklardan biridir. Kuveyt’in uluslararası statüsünün 1961’de bağımsızlığını kazanana kadar net bir şekilde tanımlanamaması ve Kuveyt sınırları ile ilgili yapılan anlaşmaların bağlayıcı bir niteliğe sahip olmaması da bölgesel gerilimi tetikleyen en önemli nedenler olarak ortaya çıkmıştır. Bununla birlikte Suudi-Irak ve Suudi-Kuveyt tarafsız bölgeleri oluşturulması, Irak-Kuveyt sınırının çizilmesi konusunu İngiltere’nin tekrar gündeme getirmesi ve Kuveyt ile olan sınır probleminin çözülmeyeceğinin dönemin aktörleri tarafından ifade edilmesi, bu sorunun geleceğe de sirayet edecek bir muhtevaya sahip olmasına neden olmuştur. Aynı şekilde bu mesele, İran-Irak Savaşı’nın sonunda iki ülke arasındaki krizi yeniden alevlenmiştir. Kuveyt’in bağımsızlığından önce de bir sorun haline gelen sınır meselesi, pratikte Irak-Kuveyt sınır problemi dönemin iktidarları ve yöneticilerinin tutumları doğrultusunda şekillenerek istikrarın sağlanamadığı bir mesele haline gelmiştir. Bu bağlamda Irak ile Kuveyt arasındaki sınır meseleleri, dönemin konjoktürü ve siyasi aktörleri ile bir bütünlük içinde incelenecektir.
