Assessment of Irrigation System Performance in Transferred Schemes: A Case Study in Konya

Abstract

Irrigation projects are faced with some problems preventing to get targets in spite of all efforts. They decrease irrigation system performance. Limited water supply and huge investment requirements for irrigation projects enable to emphasize monitoring and assessment of irrigation system performance. Performance assessment in irrigation schemes is carried out not only to determine achievement level of targets in a system but also to compare performance of different systems. In this study irrigation schemes of the forth regior ı , which are constructed operated and transferred by The State Hydraulic Works, are considered as research material. Irrigation system performance is assessed in some irrigation schemes which are larger than 501 hectares. Water supply ratios are 2.07 as to net irrigation water requirement and 1.23 as to gross water requirement as weighted average in investigated schemes. Average irrigation ratio, weighted average rate of return, financial efficiency ratio and water fee collection ratio are found out respectively as 68%, 2.7, 6-61% and 15-96% in the schemes.

Devredilen Sulama Şebekelerinde Performansın Değerlendirilmesi: Konya Örneği

Abstract

Sulama projeleri tüm çabalara ra ğ men hedeflere ula şmay ı engelleyen birtak ı m problemlerle kar şı karşı yad ı r. Bu durum sulama sistemlerinde performans ı n düşmesine yol açmaktad ı r. Su kaynaklar ı n ı n k ı s ı tl ı ve sulama yat ı rı mlar ı n ı n pahal ı olmas ı sulama pojelerinde performans ı n izleme ve değerlendirilmesini önemli k ı lmaktad ı r. Sulama şebekelerinde performans de ğerlendirme çal ışmalar ı ya bir sistemde hedeflerin gerçekle şme düzeyini belirlemek ya da farkl ı sistemlerin performans ı n ı karşı laşt ı rmak için yap ı lmaktad ı r. Bu çal ışmada DSI taraf ı ndan inşa edilen, işletilen ve devredilen IV.Bölge sulamalar ı ndan 501 hektardan daha büyük olan baz ı sulama şebekelerinde sulama sistem performans ı değerlendirilmiştir. Incelenen şebekelerde su temini oran ı ağı rl ı kl ı ortalama olarak net sulama suyu ihtiyac ı na göre 2.07, toplam sulama suyu ihtiyac ı na göre 1.23, ağı rl ı kl ı ortalama karl ı l ı k oran ı 2.7 ve ortalama sulama oran ı %68' dir. Mali etkinlik oran ı %6-61, tahsilat oran ı da %15-96 olarak belirlenmi ştir.
