A Review of Reports Evaluating U.S. Citizenship Education

Abstract

The increasing number of murders, violent tendencies, alcohol and narcotic use-related problems among young people in American society also preoccupies the administrators in the country more and pushes them to seek solutions to the problems at the point of Deciphering them. Accordingly, administrators attach importance to the education of society in terms of citizenship awareness, and also aim to fulfill certain duties and responsibilities that families cannot adequately fulfill towards their children in terms of social development through basic education. In order for the citizenship education in question to be qualified and innovative, some independent researchers and organizations evaluate and report on the education provided. The purpose of this research is to examine the reports that evaluate and evaluate the US citizenship education in general terms, and to make inferences about how citizenship education should be in the country in the coming years by making a due diligence. In the research, which was carried out with document review, one of the qualitative research methods, the reports of citizenship education evaluation institutions such as NCSS (National Council for Social Studies), ASHE-ERİC (Education Resources Information Center) and ISTE (International Society for Technology in Education) that criticize citizenship education in the USA. The evaluations he made about citizenship education in Turkey were examined within the scope of the research. Accordingly, when the reports are examined in the United States from 1950 to the present day civic education in the field of political economy and cultural education in a way that is connected to the change that occurred in constant movement and change, especially in the Covid-19 pandemic is concluded that citizenship education should be ignored with the importance of digital painting. In addition, according to the results obtained from the research, various opinions and suggestions were made.

ABD'nin Vatandaşlık Eğitimini Değerlendiren Raporların İncelenmesi

Abstract

Amerikan toplumundaki gençler arasında yükselmekte olan cinayet, şiddet eğilimi, alkol ve narkotik kullanıma bağlı problemlerin fazlalaşması, ülkedeki idarecileri de daha çok meşgul etmekte ve onları sorunların çözümü noktasında da çözüme yönelik arayış içerisine itmektedir. Buna göre idareciler toplumun vatandaşlık bilinci açısından eğitilmesine önem vermekte ayrıca ailelerin sosyal gelişimi açısından çocuklarına karşı yeterince yerine getiremediği birtakım görev ve sorumlulukları temel eğitim yoluyla yerine getirmeyi amaçlamaktadırlar. Söz konusu vatandaşlık eğitiminin nitelikli olması ve yenilikçi olması adına da bazı bağımsız araştırmacı ve kuruluşlar verilen eğitimi değerlendirmekte ve raporlandırmaktadırlar. Bu araştırmanın amacı da ABD vatandaşlık eğitimini genel hatlarıyla ele alıp değerlendiren raporları incelemek ve durum tespiti yaparak ülkede ilerleyen yıllarda vatandaşlık eğitiminin ne şekilde olması gerektiği ile ilgili çıkarsama yapabilmektir. Nitel araştırma yöntemlerinden doküman incelemesi ile gerçekleştirilen araştırmada ABD’de vatandaşlık eğitimi üzerine kritik yapan NCSS (National Council for Social Studies), ASHE-ERİC (Education Resources Information Center) ve ISTE (International Society for Technology in Education) gibi vatandaşlık eğitimi değerlendirme kurumlarının raporları üzerinden ABD’deki vatandaşlık eğitimiyle ilgili yapmış olduğu değerlendirmeler araştırmanın amacı kapsamında incelenmiştir. Buna göre raporlar incelendiğinde ABD’de vatandaşlık eğitiminin 1950 yılından günümüze doğru siyasi konjonktür ve kültürel anlamda eğitim alanında meydana gelen değişime bağlı bir şekilde sürekli bir hareketlilik ve değişim içerisinde olduğu özellikle Covid-19 pandemisi ile birlikte dijitalleşmenin önem kazanmasıyla da dijital vatandaşlık eğitiminin önemsenmesi gerektiği sonucuna ulaşılmıştır. Ayrıca araştırmadan elde edilen sonuca göre çeşitli görüş ve önerilerde bulunulmuştur.
