A CONCEPTUAL EVALUATION ON THE WORKING LIFE OF DISABLED PEOPLE

Abstract

The concept of work, which is one of the needs such as nutrition and shelter, continues to exist today with the meanings of earning income and gaining status. It is seen that social policy strategies, which offer important opportunities for the disabled to participate in socio-cultural life, focus on supporting the disabled economically, but the disabled are subjected to many discrimination at stages such as employment, promotion, wage determination/increase, contract processes and termination of the job. At this point, the acceptance of 'positive discrimination' as a principle in the employment of the disabled has made the issues of discrimination and social exclusion more visible for the disabled. In this context, unless all discrimination, which is universally accepted, is prevented in labour markets, it will appear with much greater corrosive effects. The introduction of new policies in line with equality of opportunity by making forward-looking plans for the disabled in the economic sense will make it possible for the disabled to integrate with the society and to realise themselves. In this sense, the provision of some measures to ensure the employment of disabled people in workplaces and to support the sustainability of this employment will also make social benefit and welfare policies possible. In this sense, the study focuses on the policies carried out in the employment of the disabled in this sense, and focuses on solutions that will make it possible for the disabled to produce with equal opportunity in employment, to realise themselves independently and to have a say in social terms.

ENGELLİLERİN ÇALIŞMA YAŞAMI ÜZERİNE KAVRAMSAL BİR DEĞERLENDİRME

Abstract

Beslenme, barınma gibi gereksinimlerden biri olan çalışma kavramı, günümüzde gelir elde etme ve statü kazanma anlamlarıyla da varlığını sürdüre gelmektedir. Engellinin sosyo-kültürel yaşama katılımına önemli fırsatlar sunan sosyal politika stratejilerinin, engelliyi ekonomik yönden desteklemeye odaklandığı ancak işe girme, terfi alma, ücret tespiti/artışı, sözleşme süreçleri ve işin sonlaması gibi aşamalarda engellilerin birçok ayrımcılığa maruz bırakıldığı görülmektedir. Gelinen noktada engelli istihdamında ‘pozitif ayrımcılığın’ bir ilke olarak kabul edilmesi, engelli açısından ayrımcılık ve sosyal dışlanma konularını daha görünür kılmıştır. Bu bağlamda evrensel ölçüleriyle kabul edilen tüm ayrımcılıklar iş piyasalarında önlenmedikçe, çok daha büyük yıpratıcı etkilerle karşımıza çıkacaktır. Ekonomik anlamda engelliler için ileriye yönelik planlamalar yapılarak fırsat eşitliği doğrultusunda yeni politikaların yürürlüğe girmesi, engellilerin toplumla kaynaştırılmasını ve kendini gerçekleştirmesini mümkün kılacaktır. Bu anlamda işyerlerinde engelli istihdamını sağlamak ve bu istihdamın sürdürülebilirliğini desteklemek üzere bazı tedbirlerin sağlanması sosyal fayda ve refah politikalarını da mümkün kılacaktır. Çalışma bu anlamda engelli istihdamında yürütülen politikalara odaklanarak, istihdamda engelliye fırsat eşitliği ile üretme imkânı tanımayı, kendini bağımsız olarak gerçekleştirmeyi ve sosyal anlamda söz sahibi olmayı mümkün kılacak çözümlere odaklanmaktadır.
