Open Audit Exchange: A Global AI Safety and Governance Model Based on Audited Oversight

Abstract

The growing influence of artificial intelligence systems on social, economic, and institutional decision-making raises not only the question of how AI systems should be audited, but also how the human, institutional, and AI actors exercising oversight authority can themselves be held accountable. This article proposes a conceptual and design-oriented governance model termed the Open Audit Exchange. Its foundational principle is audited oversight: no actor exercising audit or decision-making authority remains outside oversight. The model treats AI systems, developer organizations, auditor AI systems, Hunter AI systems, human expert panels, national supervisory bodies, and international coordination mechanisms as auditable components of the same governance ecosystem. Its architecture combines national audit systems, an International AI Safety Network, the Open Audit Exchange, and legal safeguards. Hunter AI systems generate early-warning risk signals, but these signals do not independently constitute legal or administrative findings; critical findings require independent cross-validation, human review where appropriate, and a decision by the competent authority. The Open Audit Exchange is conceived as a time-stamped, historically persistent audit-record and transparency layer rather than a punitive authority. The model also incorporates risk-based pre-deployment assessment for high-impact systems, continuous and event-triggered reassessment, data-lifecycle auditing, appeals, and measurable auditor-performance indicators. The article does not claim empirical validation. Instead, it defines a framework for future pilot testing using true- and false-positive rates, detection and remediation times, inter-auditor agreement, appeal-related decision reversals, and record integrity. Its principal contribution is to integrate existing governance mechanisms into a continuous, cross-validated, multi-level accountability cycle in which the overseer is also subject to oversight.

AÇIK DENETİM BORSASI: DENETLENEN DENETİM TEMELLİ KÜRESEL YAPAY ZEKÂ GÜVENLİK VE YÖNETİŞİM MODELİ

Abstract

Yapay zekâ sistemlerinin toplumsal, ekonomik ve kurumsal karar süreçlerindeki etkisinin artması, yalnızca bu sistemlerin nasıl denetleneceği sorununu değil, denetim yetkisini kullanan insan, kurum ve yapay zekâ sistemlerinin nasıl hesap verebilir hâle getirileceği sorununu da gündeme getirmektedir. Bu çalışma, söz konusu probleme cevap vermek amacıyla Açık Denetim Borsası adı verilen kavramsal ve tasarım-temelli bir yönetişim modeli önermektedir. Modelin temel ilkesi “denetlenen denetim”dir: denetim yetkisi kullanan hiçbir aktör denetim dışında bırakılamaz. Bu doğrultuda yapay zekâ sistemleri ve üretici kuruluşların yanı sıra denetçi yapay zekâlar, Avcı Yapay Zekâ sistemleri, insan uzman kurulları, ulusal denetim birimleri ve uluslararası koordinasyon mekanizmaları da denetimin nesnesi hâline getirilmektedir. Model dört bağlantılı katmandan oluşmaktadır: ulusal denetim sistemleri, Uluslararası Yapay Zekâ Güvenlik Ağı, Açık Denetim Borsası ve hukuki güvence mekanizmaları. Avcı Yapay Zekâ risk ve olası kötüye kullanım sinyalleri üretir; ancak bu sinyaller tek başına yaptırım doğurmaz ve bağımsız çapraz doğrulama, insan uzman incelemesi ve yetkili hukuki veya idari karar süreçlerine tabidir. Açık Denetim Borsası doğrudan cezalandırıcı bir otorite değil, zaman damgalı, tarihsel ve denetlenebilir kayıt ve kamusal şeffaflık katmanıdır. Çalışma modelin ampirik olarak doğrulanmış olduğunu ileri sürmemekte; doğru/yanlış pozitif oranları, tespit ve müdahale süreleri, denetçiler arası uyuşma, itiraz sonucunda değişen karar oranı ve kayıt bütünlüğü gibi göstergeler üzerinden gelecekte pilot uygulamalarla sınanabilecek bir araştırma çerçevesi geliştirmektedir. Modelin özgün katkısı, mevcut yönetişim araçlarını denetleyenin de denetlendiği sürekli, çapraz, çok düzeyli ve tarihsel olarak görünür bir hesap verebilirlik döngüsü içerisinde bütünleştirmesidir.
