USE OF INFORMATION MANAGEMENT AND GEOGRAPHICAL INFORMATION SYSTEMS (GIS) IN FLOOD DISASTERS INVESTIGATION: THE CASE OF BARTIN
Abstract
Along with the negative impact of the rapid global warming of the world in recent years, sudden climate changes regardless of country/climate/season and the occurrence of disasters due to these changes negatively affect human life. Disasters are events that occur as a result of different accumulations in the earth’s climate and the earth’s crust over time, that occur suddenly from people's point of view, often people are negatively affected from a material/spiritual point of view a lot during the period they live because they haven’t taken the necessary technical measures before. Disasters are a phenomenon in which people, despite experiencing their negative effects too much, continue their routine lives by forgetting the past very quickly in the later period. Technical and academic studies conducted in recent years, especially by AFAD (Disaster and Emergency Management Presidency), disaster preparedness and implementation of organizational policies for disasters, disaster planning and sustainable protection against disasters have also brought disaster planning and disaster protection to the forefront. With the rapid development of technology, studies on Geographical Information Systems (GIS), which is one of the most important disaster-oriented policies, have also gained importance. This academic study was carried out in order to examine the technical and academic issues addressed by the Climate Change Adaptation Strategies: Reducing the Risks of Flooding and Water Scarcity in Bartın (2024) Project conducted by the General Directorate of State Hydraulic Works of the Ministry of Agriculture and Forestry (DSI) from a different perspective and to approach the issue from an information management perspective. It is observed that climate change and flood disaster, which have been studied for different purposes in the literature, have not been sufficiently focused on their close relationship with information management. In this context, it is aimed to make additions to these missing aspects in the study and to examine the flood disaster in Bartın in more detail by taking advantage of the possibilities of Geographical Information Systems (GIS) Management. As a result of the study, suggestions are offered on the issues that should be done on geographical information systems in Bartın in the future.
