TOKYO TÜRK MASLAHATGÜZARLIĞININ 1934 TARİHLİ RAPORUNA GÖRE ŞARKÎ TÜRKİSTAN’DAKİ GELİŞMELER

Abstract

Türkiye Cumhuriyeti uluslararası arenadaki gelişmeleri çok yakından izlemekte, sadece Batı dünyasına değil Doğu dünyasına da özel bir önem vermekteydi. Bu noktada Tokyo Türk Maslahatgüzarlığı, Türkiye Cumhuriyeti’nin Uzak Doğu’da ve Türkistan’da vuku bulan gelişmeleri takip edebilmesi noktasında bir kaynak görevi üstleniyordu. Maslahatgüzarlığın raporları Türk Hariciyesi için birinci dereceden kıymet taşımaktaydı. Tokyo Maslahatgüzarlığı, Şarkî Türkistan’ın ahvali hakkında kapsamlı bir rapor hazırlayarak 21 Nisan 1934 tarihinde Hariciye Vekâletine sunmuştur. Vekâlet, söz konusu raporun bir suretini 27 Mayıs 1934 tarihinde Riyaset-i Cumhur Umumi Kâtipliği, Büyük Erkân-ı Harbiye Reisliği ve Dahiliye Vekâletine takdim etmiştir. Maslahatgüzar Nebil Batı tarafından hazırlanan çok gizli ibareli rapor, sekiz bölüm ve ekler kısımlarından oluşmaktadır. Söz konusu raporda Çin, İngiltere, Rusya ve Japonya’nın Şarkî Türkistan’a yönelik politikaları, Şarkî Türkistan Cumhuriyetinin kuruluşuna giden süreç ve Asya’da vuku bulan gelişmelere dair değerlendirmeler başta olmak üzere pek çok mesele teferruatlı olarak ele alınmaktadır. Diğer taraftan Türk maslahatgüzar, Türkistan meselesinin yabancı matbuattaki yansımalarını da yakından takip etmiş ve bu hususta Türk Hariciyesini bilgilendirmiştir. Uzak olmayan bir gelecekte Asya meselesinin bel kemiğini Türk meselesinin teşkil edeceğini düşünen Batı, Şarkî Türkistan istiklal hareketi ve Cumhuriyetin tesisinde Türk inkılâbının kuvvetli tesirinin altını çizmektedir. Çalışmamızda Şarkî Türkistan’da yaşanan gelişmelerin Tokyo Maslahatgüzarlığının hazırlamış olduğu rapora nasıl yansıdığı ve Türk Dış politikası bağlamında ne şekilde ele alındığı incelenmiştir.

DEVELOPMENTS IN EAST TURKESTAN ACCORDING TO THE 1934 REPORT OF THE TOKYO TURKISH CHARGE D’AFFAIRES

Abstract

The Republic of Turkey was following the developments in the international arena very closely, giving special importance not only to the Western world but also to the Eastern world. At this point, the Tokyo Turkish Charge d'Affaires was acting as a resource for the Republic of Turkey to follow the developments in the Far East and Turkestan. The reports of the charge d'affaires were of primary importance for the Turkish Foreign Ministry. Tokyo Charge d'Affaires prepared a comprehensive report on the situation of Eastern Turkestan and submitted it to the Ministry of Foreign Affairs on April 21, 1934. The Ministry presented a copy of the report to the General Secretary of the Presidency of the Republic, the Chief of the Military Staff and the Ministry of Internal Affairs on 27 May 1934. The top-secret report prepared by Charge d'affaires Nebil Batı consists of eight chapters and appendices. In the report, many issues, especially the policies of China, England, Russia and Japan towards Eastern Turkestan, the process leading to the establishment of the Eastern Turkestan Republic and the evaluations on the developments in Asia, are discussed in detail. On the other hand, the Turkish chargé d'affaires closely followed the reflections of the Turkestan issue in the foreign press and informed the Turkish Foreign Ministry on this matter. Batı, which thinks that the Turkish issue will constitute the backbone of the Asian issue in the near future, underlines the strong influence of the Turkish revolution in the establishment of the Eastern Turkestan independence movement and the Republic. In our study, it was examined how the developments in Eastern Turkestan were reflected in the report prepared by the Tokyo Charge d'affaires and how they were handled in the context of Turkish foreign policy.
