İzmir Port and İzmit Gulf issues are the problems come out with the interruption of Lausanne Conference. When Lausanne Conference, held in November 20, 1922, could not solve the most of the problems between Turkish Grand National Assembly Government and Allied Powers, it was interrupted on 4 February 1923. Upon the interruption of negotiation, Turkish Grand National Assembly Government which had some hesitations about security announced with a memorandum to the High Commissioners of Allied Powers and Allied Powers that İzmir and İzmit Ports were closed to the war ships carrying loads over a gross ton belonged to the Allied Powers. Allied Powers did not want to accept Turkish Grand National Assembly Government’s decision. They reported to Turkish Government that they would not withdraw and defend themselves in case of an assault to the ships. For this reason there was a period of tension between the parties. As a result of the negotiations between the Allied Powers and Turkish Grand National Assembly Government, the issue was overcome through diplomatic channels. Allied Powers accepted to withdraw the war ships heavier than a gross ton. Finally, they withdraw these ships on February 27, 1923
İzmir Limanı ve İzmit Körfezi meseleleri Lozan Konferansı’nın kesilmesi ile birlikte ortaya çıkan bir sorundur. 20 Kasım 1922’de toplanan Lozan Konferansı, Türkiye Büyük Millet Meclisi Hükümeti ve İtilaf Devletleri arasındaki sorunların birçoğunu çözemeyince 4 Şubat 1923’te kesildi. Lozan Konferansı’nın kesilmesi üzerine güvenlik konusunda bir takım tereddütler yaşayan Türkiye Büyük Millet Meclisi Hükümeti, 6 Şubat 1923’te İtilaf Devletleri Yüksek Komiserleri ve Hükümetlerine verdiği notada İzmir Limanı ve İzmit Körfezi’nin 1000 tondan daha ağır olan Müttefik Devletler savaş gemilerine kapatıldığını duyurdu. İtilaf Devletleri Türkiye Büyük Millet Meclisi Hükümeti’nin bu kararını kabul etmek istemediler. Harp gemilerinin çekilmeyeceğini, gemilere saldırılması halinde kendilerini savunacaklarını Türkiye Büyük Millet Meclisi Hükümeti’ne bildirdiler. Bundan dolayı taraflar arasında bir süre gerginlik yaşandı. Bu konuda Türkiye Büyük Millet Meclisi Hükümeti yetkilileri ile İtilaf Devletleri yetkilileri arasında yapılan müzakereler neticesinde mesele diplomatik yollardan halledildi. İtilaf Devletleri 1000 tondan ağır harp gemilerini limanlardan çekmeyi kabul ettiler. Nihayet 27 Şubat 1923’te bu gemilerini çektiler.
