Abstract

In this study, strategic developments and new power groups in Euroasia have been paid presented and not only the characteristics and importance, but also the status of Shanghai Cooperation Organization in terms of USA and Turkey have been studied. Shanghai Cooperation Organization was established as a natural need in the process of settling the boundry conflicts between the Soviet Union and People’s Rebublic of China more than twenty years ago (Hessbruegge, 2004:2). With the existence of Shanghai Cooperation Organization , as well as Russia and China’s inclusion in the game in the first quarter of 2000’s, there has been a shift from a USA-centered single polar world to a three-pole world. For the future of Central Asia, it is of great importance how the relationship among USA, Russia, China will take shape because of the fact that not only USA is believed to be a common enemy for Russia and China, but also Russia and China are geographically natural enemies of each other in Central Asia (Çolakoğlu, 2004:190). Membership in Shanghai Cooperation Organization is economically (as Turkey would like to enhance its commercial spectrum) and strategically (being a neighbour with Iran) important for Turkey. The continuation of Shanghai Cooperation Organization’s existence depend on Russia and China’s attitude. As the cooperation that relies on common interest between Russia and China progresses, this organization will continue its exist.
