Öz

Özet:Türkiye ile Almanya arasında Kredi Garanti Fonu (KGF) hakkındaki
anlaşma 1970'lere dayanmaktadır. Ancak KGF sistemi, Türkiye'de 1993'te
kurulabilmiştir. KGF'nun kuruluşu, ülkemizde kefalet bankacılığına yönelik bir
aşamadır. Kefalet bankacılığının bir türü olan KGF, kredi yerine garanti vermektedir.
Böyleee krediye ihtiyaeı olan işletmeler, KGF garantisiyle kredi alabilmektedirler.
KGF'nun amacı, garantisi olmayan fakat iyi bir projesi olan işletmeciye garanti
vererek kredi almasını sağlamaktır. İlk aşamada, bir banka bulup, hazırlanmış olan
projelerini inceletmeleri, olumlu kredi puanı aldıktan sonra bu işletme, garanti için
KGF'na başvurmaktadır. İşletmecinin krediye göstereceği teminatının olmaması
halinde, KGF bu işletmenin kredi başvurusuna garanti vermektedir. KGF, sermaye
sıkıntısı yaşayan ülkemiz KOBİ'ieri için oldukça yararlı olup, KOBİ'lerin sorunlarına
çözüm amacıyla atılmış önemli bir adımdır.

 

Summary: Credit Guarantee Fund, its Operation, and an Evaluation with some
Small and Medium Sized Enterprises in Erzurum
It had been agreed hy writing letter between Germany and Turkey about
establishment of a credit guarantee fund (CGF) for small and medium sized
enterprises in 1970. But the system of CGF in Turkey has established in 1993, called
Kredi Garanti Fonu İşletme ve Araştırma Ticaret A.Ş.
CGF is a step to banking of guaranty. CGF which is a kind of guaranty banking
guarantees instead of credit to businesses. Therefore businesses that need the eredit
can get it by the guarantee of CGF. Al the first stage, businesses need to find a, bank
and make it examine a prepared project After getting credibility at the second stage,
the business will apply to the CGF for guarantee, if the business doesn't have any rea!
estate to mortgage. CGF will examine the project that was investigated from a bank. If
the research is positive, CGF will confirm the guarantee for the project. The object of
CGF is to provide a guarantee for the businessman who doesn't have a guarantee, but
has a well project. Applying of the CGF will be beneficial for small and medium sized
enterprises in Turkey. It should be expanded in developing regions of Turkey.
