Enerji Politikalarında Denge Arayışı, ABD - Rusya ve Avrupa Birliği Üçgeni: TürkAkım Projesinin Belirleyici Faktörleri

Abstract

Akamete uğrayan Güney Akım projesi sonrasında, Rusya ve Türkiye tarafından
desteklenen TürkAkım projesi, Avrupa’nın 
doğal gaz tedarik hacmini güney rotası üzerinden iki katına çıkarmayı hedeflemektedir.
ABD’nin, Kremlin’in politikalarının Avrupa Birliği’nin Rusya doğalgazına olan
bağımlılığını artırmayı hedeflediğini savunmasına rağmen Avrupa Birliği’ne üye
bazı ülkeler yalnızca TürkAkım’ı değil, aynı zamanda Kuzey Akım’ı da kendileri
açısından olumlu görmektedirler. Bu makalede TürkAkım projesinin temel
belirleyicileri ortaya çıkarılacak ve projenin ABD, Rusya ve Avrupa Birliği’nde
nezdindeki dış politika yansımaları uluslararası ilişkiler literatüründe
bulunan güvenlikleştirme teorisi çerçevesinde analiz edilecektir.
