Abstract

ÖZET
Mondres Mütarekesi döneminde Anadolu'daki en önemli
politik gelişme, hiç şüphesiz Milli Mücadele Hareketidir. Hareket,
Mustafa Kemal Paşa'nın Iiderlig-i ve teşkilatçıhg-ı sayesinde
Sadrazam Damat Ferit Paşa'nın bütun engellemelerine rağmen
geliştiği gibi, onun iktidardan uzaklaştırılmasında da etkili oldu.
Yeni hükümet, Ali Rıza Paşa tarafından kuruldu. Hükümet ile
Temsil Heyeti arasında Mustafa Kemal Paşa'nın gayretleri
sonucunda kurulan ilişkiler kısa sürede büyük gelişme gösterdi.
Taraflar arasındaki gelişen bu ilişki, İtilaf Devletleri 'nin tepkisine yol açtı. İtilaf Devletleri'nin yo~un baskısına dayanamayan Ali Rıza Paşa, 4 Mart 1920'de istifa etti. Hükümetin istifası Mustafa Kemal Paşa tarafından şiddetle protesto edildi. Mustafa Kemal Paşa, vilayet1ere, kolordu komutanhklarına ve müdafaa-i hukuk teşkilatlanna gönderdigi telgraflarda; halkın tepkisini ortaya koymasını istedi. Bu istek doğultusunda Sivas'tan pek çok telgraf gönderildi. Bu telgraflarda hükümetin istifası protesto edilmesinin yanı sıra, milli bir hükümetin kurulması halk tarafından dile getirildi. Protesto telgraflanmn sonucu olarak Salih Paşa yeni hükümeti kurmakla görevlendirildi.


ABSTRACT
The most important politic development in Turkey in the
Mondros Armistice era is the national independence struggle.
Though protested by the goverment of İstanbul this mavement
because it was not stopped, forced the Prime Minister Ferit Paşa to resigl). The new govemment was buJit by Ali Rıza Paşa, tehe
relationship !ıetween the new govemment and the "Temsil Heyeti" had ists up and downs. This committe claimed that the
governments deaJings had to fıt with the sivas assebly. The
govemment resigned in 04.03. 1920, after showing the pressures of the allied forces as a reason. This resignment was protested by the committes president Mustafa Kemal Paşa. Mustafa Kemal Paşa criticized the pressure of the Allied forces on the governrnent in terms of international rules, he wanted in a public declaration, the civilians and millitary to built a national govemmenl. A lot of telegrams were sent from Sivas Vilayeti, the resingment of the government was criticized and the call for a national govemment was renewed. As a result of these telegrams was appointed Salih Paşa.
