Türkiye in the NATO Joint Infrastructure Program as an Example of Military Cooperation

Öz

This study examines Türkiye’s participation in the Joint Infrastructure Program, a cost-sharing framework through which the North Atlantic Treaty Organization [NATO] financed military infrastructure in member states, including airfields, telecommunication systems, oil and fuel pipelines, storage areas and tank farms. Türkiye, which joined NATO on 18 February 1952, formally became part of the program through Law No. 6095, adopted by the Grand National Assembly of Türkiye [TBMM] on 2 July 1953. Based on the historical research method, the study draws on documents from the Presidential Republican Archives of Türkiye, TBMM proceedings and commission reports, and the Official Gazette. The documents show that airfields, oil tank farms and pipelines were planned in many parts of the country, from İstanbul and İzmit to İskenderun, Erzurum and Diyarbakır, and that the operation of the fuel facilities was entrusted to Petrol Ofisi. The program led to new organizational units in state institutions, brought foreign currency into the country, and gave Turkish contractors and bureaucrats experience in carrying out an international project and managing a joint budget. The article thus approaches Türkiye’s NATO membership not only as a military alliance but also through infrastructural cooperation.
