Bilgi Savaşının Teorik Temelleri ve Modern Uluslararası İlişkiler Sistemindeki Stratejik Rolü

Öz

Bu çalışma, bilgi toplumunun oluşumu bağlamında bilgi savaşının teorik temellerini ve modern uluslararası ilişkiler sistemindeki stratejik rolünü incelemektedir. Araştırmada bilgi kavramının gelişimi, bilgi alanı ile siyasal alan arasındaki etkileşim ve bilgi çatışmasının yapısal özellikleri analiz edilmiştir. Çalışma, bilgi savaşının klasik savaş anlayışından farklı olarak fiziksel yıkımdan ziyade bireysel ve toplumsal bilinç üzerinde etki oluşturmayı hedeflediğini ortaya koymaktadır. Bu kapsamda propaganda, dezenformasyon, manipülasyon, psikolojik etki ve iletişim ağlarının yönlendirilmesi, bilgi savaşının temel araçları olarak değerlendirilmiştir. Ayrıca bilgi savaşının, kamuoyunun şekillendirilmesi, siyasal karar alma süreçlerinin etkilenmesi ve devletlerin stratejik üstünlük elde etme çabalarında belirleyici rol oynadığı vurgulanmıştır. Makale, dijital teknolojilerin gelişmesiyle birlikte bilgi alanının ulusal güvenlik, siyasal istikrar ve jeopolitik rekabet açısından kritik bir stratejik unsur hâline geldiği sonucuna ulaşmaktadır. Bu nedenle bilgi savaşının disiplinlerarası bir yaklaşımla incelenmesi, çağdaş güvenlik politikalarının anlaşılması bakımından önemli görülmektedir.

Theoretical Foundations of Information Warfare and Its Strategic Role in the Modern System of International Relations

Öz

This study examines the theoretical foundations of information warfare and its strategic role within the modern system of international relations in the context of the emergence of the information society. The research analyzes the evolution of the concept of information, the interaction between the information sphere and the political sphere, and the structural characteristics of information conflict. The study demonstrates that, unlike conventional forms of warfare, information warfare primarily seeks to influence individual and collective consciousness rather than produce direct physical destruction. In this regard, propaganda, disinformation, manipulation, psychological influence, and the strategic management of communication networks are evaluated as the principal instruments of information warfare. The article further emphasizes the role of information warfare in shaping public opinion, influencing political decision-making processes, and enabling states to achieve strategic superiority. The findings indicate that the rapid development of digital technologies has transformed the information sphere into a critical strategic domain in terms of national security, political stability, and geopolitical competition. Accordingly, the study argues that the interdisciplinary examination of information warfare is essential for a deeper understanding of contemporary security policies and evolving international power relations.
