From Turkic Cultural Unity to National Statehood: The Transformation of Political Thought in Azerbaijan in the Early Twentieth Century

Öz

The relationship between Turkic cultural unity and Azerbaijani national statehood is often interpreted as a linear movement from cultural awakening to political independence. This article challenges that teleological reading by examining how the meanings of language, nation, homeland, representation, autonomy, and sovereignty changed between 1905 and May 1918. The study combines contextual intellectual history, conceptual history, comparative analysis, and qualitative discourse analysis. The sources are selected writings by Ahmed Ağaoğlu, Ali-bey Huseynzade, and Mammad Emin Rasulzade, including texts from Həyat, Füyuzat, and Açıq Söz. The findings show that early Turkic unity primarily defined a transregional sphere of linguistic affinity, education, print communication, Islamic ethical solidarity, and engagement with European knowledge. After 1908, this vocabulary diversified amid constitutional revolutions and competing liberal, Islamic reformist, Turkist, and socialist projects. During the First World War, cultural solidarity became increasingly connected to territory and national interests. In 1917–1918, territorial autonomy was initially pursued within a federal democratic Russia; independence became an immediate objective only after the collapse of Russian and Transcaucasian federal frameworks. The article demonstrates that Azerbaijani statehood emerged through contingent political reinterpretation rather than as the inevitable outcome of cultural Turkism.
