The most important point in human history was the commence of agricultural activities and the starting of production stage related to this. These developmental stages brought along the permanent settlement system in a necessary way. The settled life which began in villages developed as a result of the increase in population, various social needs and protection considerations necessitated public rules and institutions which in turn yielded certain terms such as city and city states. Thus, living in a social body, that is, living in unity started and this provided the sense of belonging and confidence giving the opportunity to overcome the challenges through collaboration. Additionally, people made division of labor among themselves to earn a living and to lead a better life. Thanks to this division of labor, people in cities started to work as craftsmen by producing tools in hand, as tradesmen by trading various goods, as mine artisan by discovering and processing the mineral ores, as physician by curing people using herbs and as soldier by keeping the security of the cities etc. This lifestyle which was in fact related with each other gave individuals and society responsibilities for city government and this limited their behaviors with certain rules. Such rules, undoubtedly, were initially customary in all societies. However, they were legislated by the Sümerians first by turning them into written form. Then, they were developed and extended by other Mesopotamian societies. These codes of law which formed the general framework of ancient Mesopotamian law system, and punishments given for crimes committed against different vocations and against people doing these professions form the basis of this study. Occupational groups which we could find from the texts of law are mainly: state official, gardener, shepherd, seasonal worker, warehouse worker (depository worker), health worker, barber, nun hood, brewer women, milk-mothers, architect-construction foreman and tradesman.
