The Role of Periodical Scientific Publications in the Formation of Professional Skills of Library Specialists in Azerbaijan (Scientometric analysis of the work of scientists of the Faculty of Information and Document Management of Baku State University)

Abstract

Successful state policy in the field of building the Information Society in our country, adopted state programmes and legal-normative documents require restructuring and development of scientific activities on the basis of modern information and communication technologies (ICT) within the framework of reforms in the field of science. The application of ICT in the issues of scientific activity and science management is carried out within the framework of e-science as one of the priority areas of reforms in the field of Science in the Republic. Thanks to the comprehensive use of ICT facilities, the establishment and development of scientific activity in accordance with modern requirements, improvement of management, creation of the national scientific information space, close interaction of organisations, collectives and scientists, increasing the efficiency of research work and integration into the world scientific space are ensured. X.I. Ismayilov, professor of the Faculty of Library-Information (current information and document management) of Baku State University, in addition to the training of professional specialists, founded and organised the scientific-practical journal "Library studies and bibliography" in 1997, which for a long time showed itself with high professionalism as the only sectoral scientific journal in Azerbaijan. In 2010, Professor A.A.Khalafov founded the scientific-experimental journal "Library Studies and Information" and soon the first issue of the journal was published.

Azərbaycanda Kitabxana Mütəxəssislərinin Profesional Vərdişlərinin Formalaşmasında Dövri Elmi Nəşrlərin Rolu (Bakı Dövlət Universiteti İnformasiya-sənəd menecmenti fakültəsi alimlərinin əsərlərinin elmmetrik təhlili)

Abstract

Ölkəmizdə informasiya cəmiyyəti quruculuğu sahəsində uğurlu dövlət siyasəti, qəbul olunmuş Dövlət Proqramları və hüquqi-normativ sənədlər elmdə islahatlar çərçivəsində elmi fəaliyyətin müasir informasiya-kommunikasiya texnologiyaları (İKT) əsasında yenidən qurulması və inkişaf etdirilməsi məsələlərini zəruri edir. Elmi fəaliyyətdə və elmin idarə edilməsi məsələlərində İKT-nin tətbiqi respublikada elm sahəsindəki islahatların prioritet sahələrindən olaraq e-elm çərçivəsində reallaşdırılır. İKT-nin imkanlarından geniş istifadə etməklə elmi fəaliyyətin müasir tələblərə uyğun qurulması və inkişaf etdirilməsi, idarəetmənin təkmilləşdirilməsi, milli elmi informasiya fəzasının formalaşdırılması nəticəsində təşkilatların, kollektivlərin və alimlərin qarşılıqlı sıx əlaqəsinə və tədqiqat işlərinin səmərəliliyinin yüksəldilməsinə və dünya elmi məkanına inteqrasiyasına nail olunur. Bakı Dövlət Universitetinin Kitabxanaçılıq-informasiya (indiki İnforma-siya və sənəd menecmenti) fakültəsinin professoru X.İ.İsmayılov peşəkar mütəxəssislərin hazırlanması ilə yanaşı, 1997-ci ildə “Kitabxanaşünaslıq və biblioqrafiya” elmi-təcrübi jurnalını təsis edərək onun fəaliyyətini təşkil etmiş və uzun müddət Azərbaycanda yeganə sahəvi elmi jurnal olaraq yüksək peşəkarlığı ilə fərqlənmişdir. 2010-cu ildə professor A.A.Xələfov “Kitabxanaşünaslıq və informasiya” adlı elmi təcrübi jurnalı təsis etdi və az bir müddətdən sonra jurnalın ilk nömrəsi işıq üzü gördü.
