Political, Intelligence and Military Activities of the British Mashhad Mission in Iran towards the Countries of the World in British Secret Archive Telegrams (1918-1919)

Abstract

The aim of this study is to examine the nature of the secret telegrams written by General Malleson, who led the British Military Mission in Mashhad, Iran, and their impact on the political life of the world countries. In this context, the intelligence and military activities carried out by General Malleson were also evaluated in the article. In the study, the secret archive telegrams of 1918-1919, in which the aforementioned mission operated in 1918-1921, were investigated through qualitative research document analysis. As a result of the study, it was revealed that the mission was in consultation with the British India Office and carried out secret political, revolutionary, intelligence and military activities in Azerbaijan, Georgia, Iran, India and Turkestan. In addition, as a result of the study, it has been observed that while the British were criticised in terms of budget for carrying out activities other than military missions within the State, there were also suggestions to receive financial aid even from Istanbul, the capital of the Ottoman Empire, which was struggling with this. Furthermore, the military mission activities towards revolutions such as Young Turk, Pan Turan, Pan Islamism were also included in the secret telegram texts. It is thought that this study, which is made by making use of the access to the secret documents of the Qatar National Library, will contribute to the historical literature.

İngiliz Gizli Arşiv Telgraflarında İngilizlerin İran Meşhed Misyonu’nun Dünya Ülkelerine Yönelik Siyasi, İstihbarat ve Askerî Nitelikte Faaliyetleri (1918-1919)

Abstract

Bu çalışmanın amacı, İngiltere’nin İran Meşhed Askerî Misyonu’nu yönetmiş olan General Malleson tarafından yazılan gizli telgraflarda mahiyeti ve bunların dünya ülkelerinin siyasi hayatına etkisi ele alınmıştır. Bu bağlamda makalede General Malleson’un yürüttüğü istihbarat ve askerî faaliyetleri de değerlendirilmiştir. Çalışmada bahsî geçen misyonun 1918-1921 yıllarında faaliyet gösterdiği, 1918-1919 gizli arşiv telgrafları nitel araştırma doküman incelemesiyle araştırılmıştır. Çalışma sonucunda misyonun İngiltere, Hindistan Ofisiyle istişarede olduğu, Azerbaycan, Gürcistan, İran, Hindistan, Türkistan’a yönelik gizli siyasi, devrim, istihbarat ve askerî nitelikte faaliyetler sürdürdüğü ortaya çıkmıştır. Ayrıca çalışma sonucunda İngiltere Devleti içerisinde askerî misyon dışında faaliyetlerde bulunması dolayısıyla bütçe konusunda eleştirilirken, bununla mücadele eden, Osmanlı Devleti’nin başkenti İstanbul’dan dahi para yardımı alınması önerilerinin de yer aldığı görülmüştür. Bundan ziyade Jön Türk, Pan Turan, Pan İslamizm gibi Devrimlere yönelik de askerî misyon faaliyetlerde bulunması gizli telgraf metinlerinde yer almıştır. Katar Millî Kütüphanesi gizli dokümanlarının erişime açılmasından faydalanılarak yapılan bu çalışmanın tarih literatürüne de katkı sağlayacağı düşünülmektedir.
