Abstract
İnsangücü planlaması'sanatı kesinlikle karışıklık içindedir. İnşam-gücü tahmini, onyıllar süren uygulamasından sonra sürekli eleştirilmeye başlanmıştır. (Bkz. Ahamad ve Blaug, 1973; Psacharopoulos, İ984; Youdi ve Hincliffe, 1985; World Bank, 1991). Bu sanatı hala uygulayanlar, yetki, yöntem ve yaptıklarının bütünüyle yararsızlığı ile ilgili olarak tam anlamıyla bir ltarışıkhğa düşmüş olmalılar.
