IMPACTS OF MACROECONOMIC VARIABLES and EMPLOYMENT INCENTIVES ON EMPLOYMENT IN TURKEY

Abstract

This study investigates impacts of macroeconomic variables that consist of real GDP, real interest rate, real exchange rate, proportion of imports covered by exports and impacts of policy variables that are loads on wages and laws numbered as 5084 and 5763, which promote investment and employment, on employment. In order to obtain dynamic effects of those variables the study applies Vector Error Correction Model (VECM) and impulse-response functions. According to findings, increase in real GDP extracts positive influence on employment. On the other hand, increase in proportion of imports covered by exports and real interest rate, and appreciation of national currency impact employment negatively. If a law for promotion of investment and employment has national in coverage rather than regional, it would provide more efficient results. In addition, the loads on employment are seen to affect employment negatively

TÜRKİYE’DE MAKROEKONOMİK DEĞİŞKENLER VE İSTİHDAM TEŞVİKLERİNİN İSTİHDAM ÜZERİNDEKİ ETKİLERİ

Abstract

Bu çalışma, Türkiye Ekonomisinde makro ekonomik değişkenler olan, reel GSYH, reel faiz oranı, reel döviz kuru, ihracatın ithalatı karşılama oranı ve politika değişkenleri olan, ücret üzerindeki yükler ile 5084 ve 5763 sayılı yatırımları ve istihdamı teşvik yasalarının, istihdam üzerindeki etkilerini araştırmaktadır. Söz konusu değişkenlerin istihdam üzerindeki dinamik etkilerini incelemek için Vektör Hata Düzeltme Modeli (VHDM) içinde etkitepki analizi kullanılmıştır. Bulgulara göre, reel GSYH görülen artışlar istihdam üzerinde pozitif etkiye sahiptir. Buna karşın ihracatın ithalatı karşılama oranı, reel faiz oranı ve ulusal parada görülen artışlar, istihdam değişkenini negatif yönde etkilemektedir. Ayrıca, ulusal kapsamlı teşviklerin bölgesel uygulamalara göre daha etkin sonuçlar verdiği ve ücret üzerindeki yüklerin istihdamı negatif yönde etkilediği görülmüştür
