NEOLIBERAL REFORMS, RECONSTRUCTION OF THE STATE AND TRANSFORMATION OF THE PUBLIC SERVICES

Abstract

There have been important public sector reforms in Turkey since the 1998 agreement with IMF. Those “second generation structural reforms” have ended up a new state model that is called “regulatory state”. This study analyzes basic characteristics of this regulatory state. Fundamentally, by restructuring the relations between market and state or economy and politics, regulatory state intends to change the role of the state in economy. This new state model has come up with the concepts like governance, privatization, technocracy and localization aiming to strengthen fee market and civil society. In this context, the final goal of the reforms is the privatization of and state’s abandonment of public services. The main methods of privatization are to transform public services to a market product, to have private sector do the public services or to buy public services from private sector. Consequently by terminating the practice of financing public services from state budget, these services have ceased to be a civil right. Utilization of public services has been made conditional to paying the price not as a right. Thus, this study asserts that the second generation structural reforms have commoditized public services and this caused more inequitable income distribution in Turkey

NEOLİBERAL REFORMLAR, DEVLETİN YENİDEN YAPILANDIRILMASI VE KAMU HİZMETLERİNDE DÖNÜŞÜM

Abstract

Türkiye’de 1998’de IMF’yle imzalanan anlaşmayla başlayan süreçte önemli reformlara girişilmiştir. “İkinci kuşak yapısal reformlar” olarak adlandırılan reformlarla, “düzenleyici devlet” adı verilen yeni bir devlet modeli uygulamaya geçirilmiştir. Bu çalışmada, düzenleyici devlet modelinin temel özellikleri analiz edilmektedir. Temelde, devlet-piyasa ve ekonomi-siyaset ilişkilerinin yeniden yapılandırılmasını öngören düzenleyici devlet modeli, devletin ekonomideki rolünün değişmesini hedeflemektedir. Özelleştirme, teknokrasi, yerelleşme ve yönetişim gibi kavramlarla tanımlanan yeni devlet modeli, serbest piyasanın ve sivil toplumun güçlendirilmesi amacını ortaya koymaktadır. Bu çerçevede, devletin kamu hizmeti üretmekten vazgeçmesi ve kamu hizmetlerinin özelleştirilmesi hedeflenmektedir. Özelleştirme yöntemi olarak, kamu hizmetlerinin piyasa faaliyetine dönüştürülmesi, kamu hizmetlerinin özel sektöre gördürülmesi ya da özel sektörden hizmet satın alma yöntemleri seçilmektedir. Böylece, kamu hizmetleri yurttaşlık hakkı olmaktan çıkartılırken, hizmetlerin devlet bütçesinden finanse edilmesine son verilmektedir. Yurttaşların hizmetten yararlanmaları, fiyatlandırma ve ücret ödenmesi koşuluna bağlanmaktadır. Çalışmada, bu durumun, kamu hizmetlerinin metalaşmasına ve gelir dağılımında daha adaletsiz bir durumun doğmasına yol açtığı savunulmaktadır
