Bu araştırmanın odağını yerel düzeyde
vatandaş katılımına aracı olan Görele Halk Meclisi (GHM) oluşturmaktadır.
Çalışmada örnek olay araştırma tasarımı kapsamında, yarı yapılandırılmış
mülakat, katılımcı gözlem ve doküman incelemesi yöntemleri kullanılarak GHM olgusuna
dair veriler elde edilmekte, belirlenen temalar üzerinden betimsel olarak
analiz edilmekte ve yorumlanmaktadır. Araştırmanın en genel sonuçlarına göre, “Görelelilik”
üst kimliği altında yaklaşık beş yıldır ve genellikle her ay gerçekleşen GHM,
kentin farklı mahallelerinden vatandaşların katılımıyla sorunların gündeme
geldiği, müzakere edildiği ve çözüm üretilmeye çalışıldığı, bu haliyle
öğrenmenin gerçekleştiği, hesap sorulduğu ve hesap verildiği bir platformdur.
Fakat kişisel inisiyatifler üzerinden yürütülmesi ve biçimsel bir düzenlemeye
gidilmemesi, mevcut işleyişte bir takım olumsuzlukları ortaya çıkardığı gibi,
devamlılığı konusunda endişeleri de gündeme getirmektedir.
The Görele Public Assembly (GPA), the instrument of citizen participation at the local level, constitutes the focus of this research. In the scope of the design of the case study in the research, data are obtained regarding the case of the GPA using semi-structured interviews, participant observation, and document examination and are analyzed and interpreted descriptively over the specified themes. According to the most general conclusions of the research, the GPA, which has taken place under the supra-identity of “Göreleness” once a month for about the past five years, is a platform where problems come to the agenda, are discussion, and solutions try to be produced with the participation of citizens from different neighborhoods of the city, and where learning takes place, where accountability is made, and where accounts are settled with this state. However, the fact that it is conducted over personal initiatives and does not undergo stylistic organizations, just as a series of negative outcomes emerge in the current process, concerns become the topic of conversation regarding its continuity.
