Abstract
This study evaluates the functionality of web sites of the governorships of 81 provinces and further aims to show what have been achieved so far. We use content analysis in this study. In this regard, we establish the following fourteen main criteria and we named them as sufficiency indicators: the access through google search engine; the frequency of update of the web site; the attractiveness of the web site; the user-friendlyness of the web site navigation; the services provided for the residence of the province; the transparency; services provided for the tourists and the promotion of the province; the plans and projects; the information about governors; the connection among governorship-local entrepreneur-nongovernmental organizations; the passive governorship to citizen; passive citizen to governorship; the real-time governorship to citizen; the real-time citizen to governorship. Finally, this analysis determines these satisfaction levels of the web sites of governorships. Our findings reveal that web sites of governorships do not meet the desired level of functionality
Abstract
Bu çalışma, ülkemizdeki 81 İl’in valilik web sitelerinin işlevselliğini değerlendirerek, valiliklerdeki e-devlet uygulamalarının geldiği düzeyi ortaya koymayı amaçlamıştır. Araştırmada, içerik analizi yöntemi kullanılmıştır. Bu kapsamda, siteye google arama motoru üzerinden ulaşım; sitenin güncellenme sıklığı; sitenin çekiciliği; site kullanıcısını yönlendirebilme; İl’de yaşayanlara yönelik hizmetler; şeffaflık; turistlere yönelik hizmetler ve İl’in promosyonu; plan ve projeler; yönetici bilgileri; valilik-yerel girişimcilik-sivil toplum bağı; valilikten vatandaşa doğru kurulan pasif ilişki; vatandaştan valiliğe doğru kurulan pasif ilişki; valilikten vatandaşa doğru kurulan gerçek zamanlı ilişki; vatandaştan valiliğe doğru kurulan gerçek zamanlı ilişki olmak üzere on dört ana ölçüt belirlenerek göstergeler oluşturulmuş ve bunlar yeterlilik göstergesi olarak adlandırılmıştır. Böylece, valilik web sitelerinin yeterlilik göstergelerini ne oranda karşıladığı tespit edilmiştir. Ortaya çıkan bulgular, valilik web sitelerinin, işlevsellik açısından henüz istenilen düzeyde olmadığını göstermektedir
