In this article, it is aimed at considering the causes of the local governments' municipalities' fiscal crises with aspects discussed in theory. The fiscal crisis fundamentally emerges as a results of the struggle among the social groups and classes whose interests are in conflict with each other. Each theorical approach recognizes those social groups and classes differently and suggests fairly different offers about solving crisis. Generally in this article, those offers are endeavored to be in interpreted.
