The active role of military-civil intelligentsia in Turkish political life is explained by the socio-political legacy of the Ottoman Empire as well as the fact that the lack of class based society led to the process in which militarycivil intelligentsia became the dominant part of ruling power. It is also known that the measures and reactions aganist the colonization of the country from the Ottoman Era to the War of Independence was also demonstrated by this social stratum. Both because of that legacy and because of the positions of the intelligentsia during the debates over proper development path for the Turkish society of 1960s, military-civil intelligentsia became an important political theme. Right at that period a leading figure from the circle of Yön Journal, Doİan Avcıoİlu, formed and articulated his theory of development for Turkey as a third world country. This study aims at exploring,with the case of Doİan Avcıoİlu, the transition of Turkish intelligentsia identity and the socialist development project that aimd at activating the petit-bourgeois intellectuals
